Description
NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of FAR 6.302-3(a)(2)(ii), to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center, it is the Government's intent to award a sole source service contract to the Bosque School, Albuquerque, New Mexico to provide data collection at established Bosque Ecosystem Monitoring Program (BEMP) research sites for the Middle Rio Grande Endangered Species Collaborative Program (Collaborative Program). THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based on the requirement is a continuation of services previously procured from the Bosque School and BEMP. Minimum requirements of this contract action are monitoring 33 established BEMP sites, Tamarisk Leaf Beetle monitoring and vegetation transects monitoring. The unique aspects of this requirement include monitoring sites in which their locations reside on private property and existing wells and equipment are proprietary to the Bosque School and BEMP purview, and necessitate a noncompetitive action. These unique aspects, as well as sustainment of monitoring and reporting schedules, integrity of trending data, previous outlay of funds, future costs of expanding scope and meeting objectives of community outreach and educational opportunities through collaboration with local educational institutions. Award of this service contract is solely within the discretion of the Government.
