Description
This is a sources sought notice for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Matthew.clements2@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The intended contract period is one-year base period. The capabilities statement for this sources sought is not expected to be a Request for Quotation, Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. 1. SCOPE: The U.S. Department of Veterans Affairs (VA) El Paso VA Health Care System (EPVAHCS) located at 5001 N. Piedras St, El Paso, TX 79930 has a requirement for the re-upholstery of approximately 131 standard chairs and 63 bariatric chairs. The chairs shall require an evaluation for re-upholstery and repair prior to leaving the facility. Chairs that are to be reupholstered shall be done off-site, and the contractor shall be responsible for inventory control of these chairs. It is essential that the furniture be reupholstered, delivered, and installed concurrently to coordinate the timely delivery and installation of furniture essential for government operational use. The contract will include pick up, inventory count, disassembly, assembly, delivery, installation and staging of furniture. All chairs shall be evaluated prior to leaving the facility to determine if the chair is repairable. If the chair is not repairable the chair will be tagged as such and remain at the facility. The contractor shall immediately notify the contracting officer representative (COR) of any chair that is evaluated after pick-up and found to have hidden damage that is unrepairable and return the chair to the facility on the next delivery date. The unrepairable chair shall be tagged with a quick explanation of the damage found. The contractor shall not bill the Government full rate for chairs that cannot be reupholstered. Chair pick up and drop off needs to be coordinated so each room is left with at least half the quantity of chairs originally in the room at all times. For example, if a room only has four (4) chairs then the contractor will only remove two (2) chairs, leaving half the original quantity in the room. Address: 5001 N. Piedras Stt El Paso, TX 79930. There will be a loading dock available. This includes, but is not limited to, the following: Contractor will provide vehicle(s) for pick-up and delivery of chairs. Vehicles cannot be left unattended and must be removed from unloading area after loading/unloading. EPVAHCS cannot guarantee parking provisions for Contractors. Drop shipping is not acceptable. All deliveries must be received and handled by installers. The Government will breakdown and remove the existing furniture prior to delivery if necessary. EPVAHCS will not provide equipment, tools or labor to assist in furniture deliveries. EPVAHCS will not provide on-site storage for furniture requirements. Any damage to the EPVAHCS facility and/or furniture being delivered must be repaired within 30 days at the Contractors expense. 2. ADDITIONAL SERVICES/SUPPLIES: The Contractor shall provide a limited warranty for all items to include parts and materials, workmanship, shipping, and labor. The contractor shall be responsible for the inventory control and storage of chairs removed from the facility. The Contractor is responsible for providing the Government with a list of names and type of Government identification that will be used to enter and exit the facility. Sign in for contractors will be at the EPVAHCS Police Service counter. The Contractor is responsible for notifying the COR in advance of arrival and departure, providing review of all product and site conditions before signing off. 3. GENERAL REQUIREMENTS: ALL ITEMS SOLD TO THE GOVERNMENT FOR THIS REQUIREMENT MUST BE GREENGUARD CERTIFIED. Performance Requirement: The Contractor shall pick-up, disassemble, clean, reupholster, reassemble, repair arms (if need to be repaired), provide fabric, labor and deliver finished products to the EPVAHCS. The contractor will work with EPVAHCS designated staff to pick up chairs. Chairs will be staggered or staged for pick up. Turn-around time shall be three to five days per pickup/drop-off. Fabric for this requirement must be made of non-cloth/non-porous medical grade material; shall be able to spot clean the fabric for infection control.
