Description
PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (US EPA), Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Land Materials Management Division (LMMD) The EPA/ORD/NRMRL/LMMD has a requirement for a one-year service agreement plus 2 one-year option periods for a Government owned TA Instruments Thermal Analysis System located at the EPA's Andrew W. Breidenbach Environmental Research Center (AWBERC) in Cincinnati, Ohio. All services/repairs to the instrument shall be performed in accordance with Original Equipment Manufacturer (OEM) specifications. This procurement is intended to meet the Lifetime Support Plan (LSP) coverage originally provided for the system by TA Instruments. The Thermal Analysis System is not currently covered by a service agreement but is working well. ***Note: This requirement was previously synopsized and solicited in January/February 2018 under 68HE0C18Q0040. The solicitation was cancelled in order for the equipment to be repaired. The TA Instruments Thermal Analysis System is comprised of the following components: 1)Differential Scanning Calorimeter (DSC) Model Q2000 S/N 2000-2799 2)Thermogravimetric Analyzer (TGA) Model Q500 S/N 0500-2124 3)Liquid Nitrogen Cooling Accessory, Model LNCS, S/N LNCS-0785 4)Refrigerated Cooling Accessory (RCS) Model RCS90, S/N RCS91-5287 Contractor shall provide: 1)Telephone support to isolate and resolve hardware and software problems and on-site troubleshooting and repair. All labor, travel costs, and Genuine TA Instrument service parts, including consumable parts required for repair, are included. Furnaces, DSC cells, and other temperature systems are included. 2)Contractor may substitute service center repair for on-site service as deemed necessary due to need for specialized repair or diagnostic equipment or to expedite the repair. 3)An annual Performance Maintenance Visit (PMV) including: software and firmware upgrades, as appropriate; cleaning, inspection, and calibration of the hardware; and replacement of wear items, as necessary. 4)Unlimited technical troubleshooting support by both telephone and email; OEM replacement parts for maintenance visits and for unlimited service visits; provide all Service Report(s)/Maintenance Report documentation. 5)Perform all services (preventative maintenance and repair) during normal working hours (8am to 5pm, Monday through Friday) unless work outside those hours has been approved by and coordinated with the EPA repair coordinator. 6)Initiate repair services as soon as possible when requested, but no greater than 2 working days after the day of request. This solicitation is to be competed utilizing full and open competition under FAR Part 12 Commercial Procedures and FAR Part 13 Simplified Acquisition Procedures. The EPA anticipates awarding a single fixed price purchase order. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. OFFERS WILL NOT BE ACCEPTED UNTIL THE SOLICITATION IS ISSUED THROUGH FEDCONNECT. The request for quotation is anticipated for release on or about May 17, 2018 and will be made available through FedConnect at www.fedconnect.net. Questions concerning this synopsis should be submitted within five (5) calendar days of the date of the publication of this notice. Notices of any amendments to this FedBizOps synopsis, including the Requests for Quotation, will be posted using the FedConnect web portal at www.fedconnect.net.
