- The DLA Troop Support Medical Supplier Operations directorate is in the process of soliciting multiple vendors to support the Foreign Military Sales Medical Surgical (Med/Surg) Tailored Logistics Support Prime Vendor Program. The objective of this solicitation is to establish Tailored Logistics Support Prime Vendor Contracts to supply consumable Med/Surg supplies to worldwide FMS customers. The forthcoming solicitation represents the first generation of the FMS Med/Surg Program. The contracts will provide medical surgical ordering capability for commercial brand name and generic Commercial Off The Shelf (COTS) Med/Surg products throughout the world. Although it is the intent to use this program for the FMS customer base, DLA reserves the right to utilize this program to support traditional non-FMS requirements if the FMS initiative dissolves or lessens. The DLA Troop Support Medical Supply chain is planning to award a minimum of three (3), a maximum of five (5) Fixed Price (FP) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with Economic Price Adjustment (EPA) to support the FMS customer base. However, one contract has been reserved for award to a small business entity in the event that 5 technically acceptable large business offers are received and rated higher than all small business offerors. The Small Business award will be made to the highest rated Small Business based on price and all other factors considered. All orders placed through the FMS Med/Surg Program are subject to the competition requirements as described herein. All orders over the micro-purchase threshold ($3,500) or for items not on the contract will be competed among all awardees for no more than (3) days. Orders for items on contract under the micro-purchase threshold can be awarded based on the pricing incorporated into the contract(s) upon award. However, orders under the micro-purchase threshold may be competed among all awardees if it is in the best interest of the Government. The term of the contract will be a one-year Base Period and four one-year unilateral Option Periods. This procurement has an estimated value of $51,695,371 for the Base Period and $ 51,695,371 for each of the four options periods if exercised, for a total of approximately $258,476,855 over the five-year life of the procurement. The contract maximum is $516,953,713 over the 5 year life of the contract. A vendor pre-proposal conference is being contemplated. If a pre-proposal conference is to be held, a date will be announced via an amendment to the solicitation after release. Solicitation SPE2DS-17-R-0002 is expected to be issued May 10, 2018 and can be found on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil.
