Description
In accordance with solicitation N00019-12--0006-0135 'Expansion of NRE for Integration of Iridium Antennas on MV-22 Aircraft', posted on September 11, 2015, the Naval Air Systems Command (NAVAIR) has issued a delivery order under Basic Ordering Agreement (BOA) N00019-17-G-0002 with the Bell-Boeing Joint program Office on an other than full and open competitive basis to expand the non-recurring engineering integrating the iridium antenna on the MV-22 Ospreys including delivery of kits and parts to support installations. The acquisition was pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under title 10 U.S.C. 2304 (c)(1), as implemented by FAR part 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.' Bell-Boeing is the sole designer, developer and manufacturer of the V-22 aircraft and has already completed integration and installation of the iridium antenna onto CV-22 Ospreys. As such, Bell-Boeing is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort within the required schedule.
