Description
RFAAP Survey on Food Service This is a Request for Information (RFI). There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment by the Government. Any information provided in response to this RFI will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation is not a promise of future business with the Government. The purpose of this RFI is to conduct Market Research to identify potential Prime Vendor sources to provide food services, including delivery within the Plant, at Radford Army Ammunition Plant (RFAAP) in Radford, VA. The anticipated NAICS Code is: 722310 Food Service Contractors $38.5 Million. RFAAP is a Government-Owned, Contractor-Operated (GOCO) facility that produces propellant to support the Warfighter. BAE Systems is the current Operating Contractor. RFAAP is an eligible facility under the Armament Retooling and Manufacturing Support (ARMS) program. As such, the food service provider would be required to become a Tenant under the ARMS program and pay annual usage fees for the cafeteria space. The cafeteria is located within the RFAAP's main Administrative Building with approximately 300 people. Outside the Administrative Building, the plant population in approximately 1,000, and would require food delivery to their location. Providing breakfast and lunch Monday through Friday would be the initial requirement. We encourage and appreciate your participation. Your written comments, suggestions, and ideas regarding this RFI will be treated as confidential and for Government use only. Interested vendors should limit their response to a maximum of 5 pages. At a minimum, the following information should be provided: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding your firm's capabilities/qualifications, which demonstrates experience with food service to high-volume populations, years of food service experience, type of food served, previous experience on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination such as security clearances, lead time for implementation, etc. A preliminary survey to gauge the food service demand at RFAAP is attached. Please submit responses via email only referencing the solicitation number in the subject line to both the primary and secondary points of contacts listed below by 8 June 2018 at 2:00 p.m. Eastern Time. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal, nor as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Participation in this effort is strictly voluntary. Please identify any proprietary information submitted. The Government intends to utilize the information received only to develop the acquisition strategy for future requirements.
