Description
Common Robotic System (Heavy) Request for Prototype Proposal Special Notice The Product Manager Unmanned Ground Vehicles (PdM UGV) intends to issue a Request for Prototype Proposals (RPP) for the Common Robotic System - Heavy (CRS(H)) program of record under the Ground Vehicle Systems Other Transaction Agreement (GVS OTA), W15QKN-17-9-1025-RPP18-9. The GVS OTA was awarded under the authority of 10 U.S.C. § 2371b, Section 815 of the 2016 National Defense Authorization Act, P.L 114-92. The Government is seeking a prototype CRS(H) system that will provide the Army with a heavy robotic capability to replace the current obsolete fleet. The prototype CRS(H) system will replace the current Remote Ordnance Neutralization System (RONS) robots that are outdated and cannot maintain pace with threat development, reducing the chance of desired render safe results. The new CRS(H) system shall give Explosive Ordnance Disposal (EOD) Soldiers the ability to detect, identify, evaluate, render safe, exploit, and achieve final disposition of all explosive ordnance (EO), including Vehicle Borne Improvised Explosive Devices (VBIEDs) and Weapons of Mass Destruction (WMDs), at minimum safe standoff, to improve Soldier survivability and increase mission success. The new CRS(H) system shall include the following native payloads: cameras (to include a pan, tilt, zoom (PTZ) camera), secure radios, one radio relay to extend operational range in urban and complex terrain, a robust manipulator arm, a cargo carrier rack, and an Operator Control Unit (OCU). The Estimated Useful Life (EUL) of the prototype CRS(H) system is 10 years. Follow-on Production: In accordance with 10.U.S.C. 2371b(f), and upon a determination that this competitively awarded prototype project has been successfully completed, this prototype project may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The anticipated follow-on production quantity is estimated at approximately 248 CRS(H) systems. NOTE: This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide members of the National Advanced Mobility Consortium (NAMC), and industry in general, advanced notification of the Government's intent to release a RPP to the NAMC membership. The RPP will be issued to the NAMC's Administrative Agent, the National Center for Manufacturing Sciences (NCMS), who will then issue the request for proposals to the NAMC.
