Description
This is a Request for Information (RFI) as defined in Federal Acquisition Regulation (FAR) 15.201(e). A Request for Proposal (RFP) and Request for Quote (RFQ) are not applicable for this query and no solicitation document exists for the request. This RFI is for planning purposes only and shall not be construed as a RFP, RFQ, nor as an obligation on the part of the Government for follow-on acquisition. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked as proprietary or confidential will be handled accordingly. THE FOLLOWING ITEMS ARE REQUIRED FOR THIS RFI: WHIPPLE, Charles William (1846-1916). ORIGINAL PEN AND INK DRAWINGS for "West Point Life: A Poem, Read before the Dialectic Society of the United States Military Academy". By a Cadet. New York: D. Van Nostrand, 1866. 7 FINE ORIGINAL PEN AND INK DRAWINGS (each approximately 5 1/2 x 9 inches) BY WHIPPLE to illustrate the poem "West Point Life", including one framed, an accompanying sketchbook entitled in Whipple's hand "A Collection of Songs, Poetry, Prose and Compositions written by Cadets of the Military Academy - West Point N.Y." including 2 pages of manuscript verse from "Benny Havens Oh!", and a number of rough preliminary sketches for the illustrations; and a framed group of printed placeholders depicting Cadets. [WITH:] a copy of the published work "West Point Life: A Poem, Read before the Dialectic Society of the United States Military Academy". Oblong 8vo., (6 x 9 2/8 inches). 22 plates after drawings by Whipple. Original ochre beveled cloth, gilt (extremities a bit frayed). Provenance: with an illustrated presentation inscription on the recto of the second blank from the illustrator, West Point cadet C.W. Whipple, to his brother midshipman David Whipple (1849-1884) at the U.S. Naval Academy dated 1866. The talented and humorous artist of these sketches and his brother David were both sons of the celebrated explorer Amiel Weeks Whipple (1818 - 1863). The sketches include one framed of the "Cit Picnic", "The Letter Home", "On Police" (cleaning the parade ground), "Hived" (two cadets busted playing cards late at night), "On Furlough" (declaring undying love to a disinterested young lady), and "Experiments in Chym", "Inspection by the Board". Lincoln himself recommended C.W. Whipple to West Point and his younger brother David, the recipient of this book, was recommended to Annapolis by President Johnson. The 1859 edition of "West Point Life" contained verses written by the 1860 graduate Horace Porter, who would become aide to General Grant during the war. The 1866 edition was expanded to include the amusing sketches by Whipple and the poem "Benny Havens, Oh!", a manuscript draft of which is included here. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All responsible parties that feel they can provide these services and requirements should forward their capabilities in writing to jorge.l.acevedo4.civ@mail.mil. Please make sure to state your business size (Small - or - Large) in your response. This notice will close on Wednesday (May 16, 2018) by 4:30 PM (EST). Please note... this is a SOURCES SOUGHT query only, NOT a solicitation.
