SOURCES SOUGHT ANNOUNCEMENT #FDA_1197677 FOR REPLACEMENT DETECTORS AND COPPER GASKET KITS Posted Date: May 14, 2018 Response Date: May 20, 2018 no later than 12:00 pm CDT Set Aside:N/A Classification: 6640 Lab Supplies NAICS Code: 334516 - Analytical Laboratory Instrument Manufacturing Synopsis MARKET RESEARCH PURPOSES ONLY - NOT A REQUEST FOR PROPOSAL OR SOLICITATION This is a Sources Sought notice to determine the availability of Small Businesses capable of supplying the required instrument described below. This notice is for planning purposes only, and does not constitute an Invitation for Bids, Request for Proposal, Request for Quotation, or an indication the Government intends to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a Small Business Set-Aside is possible. The appropriate NAICS code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing; the Small Business Size Standard is 1,000 employees. Requirement and Background The U.S. Food and Drug Administration (FDA) Office of Regulatory Affairs (ORA), Arkansas Laboratory requires a total of four (4) replacement detectors and copper gasket kits for its LECO Pegasus GCxGC ToF mass spectrometer, serial number 11639 located at the FDA's National Center for Toxicological Research (NCTR) located in Jefferson, Arkansas. This requirement shall also include options to purchase four (4) additional detectors and copper gasket kits between April 1, 2019 and March 31, 2020. Due to an increased research workload under collaborative studies with other FDA centers, the ORA Arkansas Laboratory anticipates heavy usage of the Leco Pegasus instrument to analyze for increased polychlorinated biphenyls (PCB's) and polybrominated diphenyl ethers (PBDE's) during these studies. The acquisition of additional detectors will mitigate instrument down-time and data production backlogs. Minimum Technical Requirements - Detectors for LECO Pegasus GCxGC ToF mass spectrometer, serial number 11639 Each detector shall meet the following technical requirements: •Seamless integration with an existing Leco Pegasus GCxGC ToF mass spectrometer, serial number 11639; •Include copper gasket kit; •Capable of spectral collection rates up to 500 full range mass spectra/second (500 Hz); •Capable of characterizing peak shape of narrow peak widths (50-200 milliseconds); •Shall include a microchannel plate detection system and high-speed data collection system; •Newly manufactured and not used, refurbished, or previously employed for demonstration purposes; •Shall not void existing preventive maintenance provisions with Leco Corporation for the mass spectrometer instrument in which the detector shall operate; •Include freight charges FOB Destination; •Warranty for a minimum of one-year. Periods of Performance and deliverables for the Base Period and Option Period One are as follows: Base Period: [to be established at time of award for a period of one year] Deliverables: *1 Unit shipped no later than 3 weeks after date of award; 1 Unit shipped no later than June 30, 2018; 1 Unit shipped no later than September 30, 2018; 1 Unit shipped no later than December 30, 2018. Option Period One:[to be established at time of award for a period of one year upon expiration of Base Period] Deliverables: *1 Unit shipped no later than April 15, 2019; 1 Unit shipped no later than June 30, 2019; 1 Unit shipped no later than September 30, 2019; 1 Unit shipped no later than December 30, 2019. *For the purposes of this Sources Sought Notice, a Unit is defined as a single detector and gasket kit demonstrated to capable of seamless integration with an existing Leco Pegasus GCxGC ToF mass spectrometer. Although the target audience is small businesses or small businesses capable of providing the detectors and gasket kits from another small business, all interested parties may respond. At a minimum, responses in the form of a Capability Statement shall include the following: 1. Business name and bio, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address. Provide this same information again if responding with the capability of providing an instrument offered by another firm; 2. Descriptive literature, brochures, marketing material, etc. detailing the instruments and equipment (to include consumables) which the responding firm is regularly engaged in providing; 3. If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this potential requirement are also requested. If a large business, provide documentation if subcontracting opportunities exist for small business concerns; 4. The Government is not responsible for locating or securing any information, not identified in the response.
