- THIS SOLICITATION IS BEING POSTED PENDING AVAILABILITY OF FUNDS: Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. A Pre-Proposal Conference will be held on Wednesday, June 13, 2018 from 10:00am - 11:00am, EST via teleconference. DESCRIPTION OF WORK: The authorized project provides for the deepening and strategic widening of the Federal navigation channel from the entrance of Bar Cut-3 through station 28+18.43 of Cut-45 to a project depth of 47 feet plus applicable overdepths and Advance Maintenance. The completion of the work will take place under multiple contracts. Contract B will dredge from Cut-7 Station 10+00 to Cut-42 Station 33+80 to a required depth of 48 feet plus 1 foot allowable overdepth. In addition, Advance Maintenance Areas 2 and 3 incorporate an additional 2 feet of required dredging where applicable. Total quantity to be dredged from the Federal Channel is approximately 5.7 million cubic yards (cy). All dredged material will be placed in the approved Ocean Dredged Material Disposal Site (ODMDS) which is located an average of 13.4 nautical miles from the dredging location. Materials to be dredged consist of unconsolidated materials consisting of sand and silty sand, occasional silt, stiff clay and shell layers, and rock varying from poorly indurated and weathered to hard. Work is divided into a base and one option. The anticipated Period of Performance is 925 calendar days from issuance of Notice to Proceed. PROPOSAL REQUIREMENTS: The Request For Proposal (RFP) will be issued on or about 11 May 2018 and bids will be due on or about 21 June 2018. The award will be made to the offeror whose proposal represents the best value to the Government. Proposals will be evaluated in the areas of Technical Merit, Past Performance, Small Business Participation and Price. NAICS Code 237990, size standard $27.5 million. Magnitude of construction is between $125,000,000.00 and $200,000,000.00. THIS IS AN UNRESTRICTED ACQUISITION. ALL RESPONSIBLE OFFERORS ARE ENCOURAGED TO PARTICIPATE.
