Description
PURPOSE: The purpose of this sources sought is to obtain information from the industry about the level of interest among qualified contractors in providing this specific type of transformer repair service. This is not a Request for Quotation; the previous solicitation for these services has been cancelled and quotations are not being accepted at this time. This inquiry is for information and planning purposes only, the Government is under no obligation to issue a solicitation or to award any contract based on this investigation. However, this request for information is being issued with the intent to post a solicitation in late May of 2018. If re-solicited this requirement will be procured in accordance with Federal Acquisition Regulations (FAR) Part 12- Acquisition of Commercial Items in conjunction with Part 13- Simplified Acquisition, with a set aside determination to be assigned based on the responses from this sources sought. If a new solicitation is released, it will be synopsized in FedBizOpps; it is the potential offerors responsibility to monitor the site for the release of further information. BACKGROUND: The Bureau of Reclamation(BOR), Upper Colorado Region (UCR) has a requirement for repair services on a leaking bushing on a 300 KVA Station Transformer, at the Fontenelle Power Plant which is located 52 miles North West of Green River, Wyoming on Hwy 372 in Lincoln County. This type of repair is specific to transformers and requires extensive working knowledge and experience in performing this type of transformer work, on this scale/size of transformer. Because of the specialized nature of this repair, the BOR will require the contractor to have a minimum of 5 years ¿ experience directly working on transformers, showing competence and proficiency on this type of repair, indicating that they also fully understand what it entails. SCOPE OF WORK: The contractor will supply all labor, materials, transportation, tools, equipment, and expertise necessary to repair the leaking bushing. At a minimum, this would include: A prior inspection of the transformer, Full repair of the leak, Filtration and Refilling of the Transformer Grade Oil, Recycling and/or properly disposing of all oil and waste generated from the repair, An oil sample analysis after completion of repair. The contractor shall also be responsible to take any and all precautions necessary to prevent contaminations during the repair; including the prevention of moisture and oxygen from getting into the transformer during repair and while filtering/adding oil. NAICS & SIZE STANDARD: The North American Industry Classification System (NAICS) code for this project is 7335311 Power, Distribution, and Specialty Transformer Manufacturing with a size standard of no more than 750,000 employees. SYSTEM FOR AWARD MANAGEMENT: The System for Award Management(SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Potential offerors must be successfully registered and maintain an active registration in the SAM database, found at http://www.sam.gov, in order to be considered for a Government contract award. RESPONSE: Interested parties that can meet the capabilities of this requirement should submit a statement by Wed 23 May at 1400 MT, 5 pages or less, of their applicable transformer repair ability. This statement shall include: 1.Company Name, DUNS, Contact Information, and Address 2.Their working knowledge of this type of transformer repair 3.Relevant experience that shows a minimum of 5 years working directly on and repairing this scale/size of transformers. 4.The Companies Business Size Classification, including number employees, size standard, and the number of years in business. (Small, Small Disadvantaged, 8(a), Woman-owned, Veteran Owned, Service Disabled Veteran Owned, Historically Underutilized Business Zone businesses, and Historically Black Colleges and Universities/Minority Institutions).
