Description
The US Army Corps of Engineers, Walla Walla District is seeking sources to manufacturer inflatable balloon tags to use on juvenile salmonids, ranging roughly 100-250 mm in length, for research studies in order to evaluate fish migration and movement patterns through various routes such as over dam spillways and weirs. The balloon tags will be manufactured to attach directly to the study fish while causing minimum harm to the individual fish. The tags will be required to inflate between two and three minutes after deployment, allowing the fish to be netted from a boat at the water's surface. The contractor may propose any approach that meets the above requirement. A potential approach could be two gelatin capsules, one containing bicarbonate soda and one containing acetic acid powder inside the balloon. A small amount of water would be injected into the neck of each balloon to activate the gel tabs, and then sealed. The manufacturer should be able to provide a basic description of their approach, history of relevant experience, and product delivery by 12/1/2018. Please respond by 06/15/18. This will be a firm-fixed-price supply contract. The North American Industry Classification System (NAICS) code for this project is 334511 and the associated small business size standard is 1,250 employees. This is not a solicitation. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. Firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Please do not respond to this notice unless you will be responding to the solicitation. 1) A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this scope, magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2) A statement or list of your firm's current or past technical experience similar to or the same as the summary scope of work for this requirement.
