INTRODUCTION: The Government is planning Pre-Solicitation Conference meetings for 30 - 31 May 2018; from 0800-1700 hours. These meetings will be held at the Hilton Cocoa Beach Oceanfront, FL (1550 North Atlantic Ave, Cocoa Beach, FL, 32931). The purpose of these meetings is to obtain information concerning the Degraded Visual Environment System (DVES ) program. The Pre-Solicitation Conference is intended to encourage free-flowing dialogue between the Government and Industry. The Government will provide information on the potential DVES program requirements, Request for Proposal (RFP), and the HH-60G, including an aircraft site visit. The Government will then solicit feedback and recommendations in order to help refine the acquisition strategy. Due to limited space, attendance for Pre-Solicitation Conference is limited to 2 people per entity/team. In conjunction with the Pre-Solicitation Conference, 15-minute one-on-one Question and Answer (only) sessions with interested parties will be held on 31 May 2018. The number of sessions will be limited and will be on a first-come, first-serve basis. Sessions can be scheduled at check-in on 30 May 2018. T he Government requests that industry sends feedback and questions to the points of contact listed below no later than close of business 22 May 2018 to be addressed during the Pre-Solicitation Conference. NOTE: THIS SPECIAL NOTICE IS PART OF MARKET RESERCH ONLY: IT IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTATION, OR AN INVITATION FOR BIDS, NOR DOES IT COMMIT THE GOVERNMENT TO ISSUE SUCH A REQUEST OR INVITATION. PRE-SOLICITATION CONFERENCE PARTICIPATION IS STRICTLY VOLUNTARY AND THE GOVERNMENT WILL NOT PROVIDE ANY REIMBURSTMENT OR OTHERWISE PAY FOR ANY INFORMATION AND OR PRESENTATIONS ASSOCIATED WITH PRE-SOLICITATION CONFERENCE. SCOPE: The United States Air Force (USAF) has a need to field a system capable of addressing the issues posed by Degraded Visual Environments (DVE). The HH-60G DVES solution aims to specifically address the operational limitations and safety risks associated with aircraft-induced DVE (brownout/whiteout). This effort will consist of the material solution and all non-recurring engineering required to install a DVE solution on to the HH-60G PaveHawk helicopter, including integration, testing, certification, and the procurement of DVES kits. Because this effort will be funded with 3010 procurement funding, Research and Development (R&D) may not be accomplished under this program, and the targeted solution must have a TRL of 7 or greater. This Pre-Solicitation Conference is directed toward potential contractors who have demonstrated experience in the Degraded Visual Environment System (DVES) modification. The Government will use the information gathered from the Pre-Solicitation Conference for the development of the HH-60G DVES Program. Further, this information will help the Government structure a program that will mitigate cost, schedule and performance risks.
