- SYNOPSIS OF PROPOSED CONTRACT ACTION THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION FOR OFFERORS TO SUBMIT QUOTES. THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 5 DAYS PRIOR TO POSTING OF THE SOLICITATION. The Federal Bureau of Prisons (FBOP) anticipates issuance of solicitation 15BNYM18Q00000009 for the award of a firm-fixed-price construction contract for a project entitled Install 1000 gallon above ground fuel storage tank and all related components; Abandon-in-place 1000 gallon underground storage tank located at Metropolitan Correctional Center (MCC) New York, 150 Park Row, New York, NY 10007. The performance period for the project will be 120 calendar days from issuance of the Notice to Proceed. The work to be performed in association with this project includes the following scope: MCC New York is a federal correctional facility located in lower Manhattan at 150 Park Row, New York, NY 10007. MCC New York currently operates with one 1,000 gallon underground storage tank (UST), which holds diesel fuel for the emergency backup generator. This UST will be permanently closed in advance of the installation of a new aboveground storage tank and the existing storage tank shall remain-in-place. The Work of the Project briefly summarized includes: Installation of new aboveground Vehicle Impact Protected, and Projectile Resistant Insulated Secondary Containment Aboveground Storage Tank Systems for Flammable and Combustible Liquids, Protected Type, and connection to existing services currently served by existing underground fuel storage tanks. One (1) new aboveground double-wall type diesel fuel storage tank with a capacity of 1,000 gallons. New double-wall piping and supports from tank to existing transfer piping and building wall. Additional information and specifications to follow with solicitation. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $100,000 and $250,000. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range). The North American Industrial Classification System (NAICS) code applicable to this requirement is 237120 with a corresponding small business size standard of $36.5 million. This is a 100 % small business set aside. The FBOP is seeking small business contractors for this project. All responsible small business sources are encouraged to submit quotes equally with other organizations for contract for which they are eligible. IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the small business size standard specified above. Each quoter's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement. All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site www.fbo.gov. Hard copies of the solicitation will not be made available. This site provides all downloading instructions to obtain a copy of the solicitation. The "Sensitive/Secure Package Upload" option will be selected for the procurement.
