Description
The USDA ARS - WBSC intends to expedite an award as a sole source Firm Fixed Price Purchase Order (PO) to CHRISTINE B. DONNELLY (CHRISTINE), 1268 Washington Ave, Albany, CA 94706-1733. This expedited order maintains the continuity of her services as a CERTIFIED PERSONAL & GROUP FITNESS INSTRUCTOR to lead scheduled Cardiovascular/Strength Fitness Training Classes, twice (2X) a week on Tuesdays & Thursdays in support of the Health & Wellness Program at USDA ARS, Western Regional Research Center (WRRC), ALBANY, CA. This Firm Fixed Price PO includes: 1) BASE YEAR - CERTIFIED PERSONAL & GROUP FITNESS INSTRUCTOR for the Health & Wellness Program, serving all staff/employees of and within the building of USDA ARS, WRRC, Albany. 2) The Fitness Instructor must be officially certified & provide proof of Certifications. Such Certifications, but not limited to, are:  * American Council on Exercise (ACE) Certified Personal Trainer  * ACE Group Strength Training  * ACE Kickboxing Fitness  * CPR certified  * International Dance Exercise Association (IDEA) Member  * National Dance Exercise Instructor Training Association (NDEITA)Group Exercise Instructor  * Powerstrike Kickboxing Training  * Pilates for Fitness 3) The Fitness Instructor must have extensive professional experience:  * Managing small & large group exercise classes scheduled weekly  * Overseeing, scheduling, training, support Group Exercise Staff & Personal Trainers as needed  * Working with staff/employees with knee, back & shoulder injuries  * Working with pre/post-natal participants & staff/employees  * Teaching Interval Training, Boot Camp, Step, Step Interval, Cardiac & other fitness activities  * Providing Rehabilitation, Strength Training, Fitness Kickboxing, Pre/post Natal & Cardio classes to all fitness levels  * Consulting staff/employees on nutrition awareness 4) The Fitness Instructor shall: a. Communicate & Work with staff/employees of USDA ARS, WRRC & the Health Wellness Program Coordinator who manages all the fitness activities at the WRRC (i.e. Cardiovascular Fitness & Strength Training; Pain Management for Knee, Back & Shoulder Injuries; & Pre/post Natal Classes). b. Conduct safe, fun, effective fitness classes for the participating staff/employees c. Provide on-site fitness assessment, training & consultation, which includes designing & implementing creative, safe, effective, personalized workouts for staff/employees 5) FOUR (4) OPTION YEARS - CERTIFIED FITNESS INSTRUCTOR SERVICES UNTIL MAY 2023. USDA ARS, WRRC has a Health & Wellness Program, which consist of various instructors providing different unique classes to service the staff/employees of the WRRC. A few of the required fitness classes: Cardiovascular Fitness & Strength Training, Pain Management for Knee, Back & Shoulder Injuries & Pre/post Natal Classes have been lead & instructed by Christine B. Donnelly (Christine) since 2015, working intimately with the necessary accommodations of the individual staff/employees at the WRRC. Currently, Christine has been the only local & onsite fitness instructor certified by ACE as both a personal & group trainer and has 30+ years of extensive professional experience and expertise working with a variety of people at different fitness levels, especially at WRRC. Her long-standing work history, working onsite with USDA WRRC has provided the staff/employees the opportunities to maintain & balance their work life and fitness needs without interrupting their work activities or performance. Overall, her fitness classes, guidance & training has been imperative to USDA ARS, WRRC employees and requires continuity of her services. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award date will be on or about May 22, 2018 and this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination, by the Government, to compete this proposed PO based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 9:30AM PST, May 21, 2018. Information received will be considered solely for determining whether to conduct a competitive procurement.
