- The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole-source contract in the amount of $79,918.00 to Meso Scale Diagnostics, LLC dba Meso Scale Discovery (MSD), 1601 Research Blvd, Rockville, MD, 20850; for the purchase of MSD products and consumables, including reagents (antibodies with the proprietary SulfoTag), specialized assay plates and proprietary assay kits to use with the Government-owned Meso Scale Diagnostics MESO QuickPlex SQ 120 (Broad Range Multiplex Detection via Electrochemiluminescence) Instrument, in support of Walter Reed Army Institute of Research (WRAIR), as prescribed in FAR 13.501(a)(1)(i). MSD is the manufacturer and sole distributor of the Sulfo-TAG labeled antibodies and plates that are compatible with their MESO QuickPlex SQ 120 Instrument. MSD GOLD Read Buffer, 1000 mL 1 Each The North American Industry Classification System (NAICS) for this requirement is 325413 and the size standard is 1,250 employees. These products are needed at the Malaria Vaccine Branch (MVB) at Walter Reed Army Institute of Research (WRAIR) at Silver Spring, MD. MVB sustains an active malaria research program to evaluate new antigens and delivery systems and to identify immune correlates of protection. These products and consumables will be used to develop new assays that allow the identification of immune correlates of protection. The identification of immune correlates will greatly reduce the cost of vaccine evaluation and accelerate the vaccine design and development by bypassing the need for clinical trials with controlled human malaria infections. This announcement fulfills the synopsis requirements under FAR 5.203(a). The government does not intend to post a solicitation for this requirement nor is this a request for a solicitation or competitive proposals. However, if a company believes it could meet or exceed all the needs of the MVB at Walter Reed Army Institute of Research for this requirement, it may submit documentation as such (i.e. a proposal, quote or capabilities statement) and any reasonable offer shall be considered by this agency. All responses to this notice must clearly indicate to the Government that pursuing competition in future procurements would be advantageous. If qualified sources are not presented to the Government by a response to this notice by the date listed below (which reflects fifteen (15) days after the publication of this notice), then a contract shall be awarded directly to Meso Scale Diagnostics, LLC dba Meso Scale Discovery; in accordance with a Sole Source Justification (SSJ) in accordance with FAR subparts 13.106 using Simplified Acquisition Procedures (SAP); pursuant to 41 U.S.C. 1901; simplified acquisition procedures, as implemented by FAR 13.501(a)(1)(i), Sole source (including brand name) acquisitions. No telephone inquiries will be accepted. This notice of intent to sole source does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right not to compete this requirement. Any qualified offerors must submit their capabilities statement in writing no later than Thursday 31 May 2018 by 9:00AM Eastern Standard Time to USAMRAA, Attn: Lisa Walters, Lisa.D.Walters13.civ@mail.mil. Any responses received after this date and time will not be considered. Any response documentation received shall become the property of the Government.
