Description
The Naval Sea Systems Command (NAVSEA) intends to issue a competitive solicitation for Planar Antenna Array Assembly (PAAA) production requirements to support the Cooperative Engagement Capability (CEC) program. The contemplated contract includes PAAA production requirements for the United States Navy and Foreign Military Sales customers, including antenna manufacture and assembly, testing, installation and checkout (INCO) kits, spares, provisioned item orders, and ancillary engineering support. NAVSEA will provide a Government-owned PAAA technical data package (TDP) as Government-furnished information; however, as part of this procurement, prospective offerors will be required to propose a form-fit-function solution to a known obsolescence issue impacting transmit and receive modules for the antenna. NAVSEA anticipates awarding a single contract containing fixed price and cost-reimbursement line items to the responsible offeror whose proposal is determined to offer the best value to the Government. The contemplated contract will consist of a base quantity of PAAA production requirements and stepladder-priced options for additional units over five (5) years. The CEC program provides a sensor network with Integrated Fire Control capability that significantly improves strike force air and missile defense capabilities by coordinating measurement data from strike force air search sensors on CEC-equipped units into a single, integrated real-time, composite track air picture. The CEC sensor netting system improves the Area Air Defense capabilities of Naval Carrier Strike Groups and Expeditionary Strike Groups by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC Cooperating Units. CEC fuses the distributed data into a single fire control quality air track picture that significantly improves unit track precision, consistency and continuity; expands detection range; and improves reaction time. CEC also improves strike force effectiveness by improving overall Situational Awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies. NAVSEA will issue the formal solicitation associated with this notice electronically via the Federal Business Opportunities (FBO) website at www.fbo.gov. Prior to the issuance of the formal solicitation, NAVSEA intends to release a draft copy of selected solicitation sections. Interested firms should monitor FBO for the release of these documents. The Government will not provide printed copies of the solicitation.
