This solicitation is being issued electronically on the Federal Business Opportunities website at www.fedbizopps.gov. Proposal documents are available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications are available in Adobe PDF format; and drawings are available in PDF format. Please Note: Paper copies of the solicitation will not be made available. Vendors can search for opportunities and award history on www.fbo.gov without registering. The Federal Business Opportunities (www.fbo.gov) website has an Interested Vendors List and a watch list where you can add your company's interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the solicitation documents. Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government. This solicitation announcement is the notice of solicitation. Specific instructions on submitting your proposal is contained in the solicitation documents being issued. Proposal due Date: June 27th, 2018 by 2:00 pm MDT The NAICS Code for this requirement is 237110 with a size standard of $36.5. "Water and Sewer Line and Related Structures Construction" and 237130 "Power and Communication Line and Related Structures Construction" DESCRIPTION: The National Park Service (NPS), Department of Interior, is seeking responses from all small business contractors on a competitive basis. Construction contractors who have the capability and interest in a single construction contract for replacing utilities (water,sewer, electric and telecommunications) along McClellan Road, Alvord Road, East Fifth Street,and other adjacent roadways. SUMMARY The Work consists of Installation of the following (Phase2): •New waterlines in McClellan Road, Alvord Road, and E. fifth Street, along the east side of buildings P786 and P754 and in Barracks Road. •New Sewer systems in McClellan and Alvord Roads, along with associated services to buildings. •New water services, fire services and sewer laterals to Buildings P991, P993, P725, P748, P746, P752, P753, P786, P754, P733, P402, P405 and P410. It also includes connections to new water services installed to Buildings 721 and 722 and connections to new services being installed with renovations to Building P728. •Power and communication raceways with associated below grade vaults and pads and above ground pedestals and Jboxes (CPU sectionalizing cabinet) to the proximity of the above described buildings, and communications to the building proximity and primary power to Building P405. It also includes communications and pwer to Buildings P704 and P989. •Installation of primary/secondary conductors, transformers, and building services. •In General, the scope of this project involves connecting to existing utilities at the building or installing the proposed utilities up to three feet from the building for future connection. Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability in comparison to its price. Estimated Price Range: $1 million - $5 million Estimated Period of Performance: 270 calendar days after the Notice to Proceed is issued. A pre-proposal meeting is being conducted on May 31, 2018 at 10:00 AM, Fort Vancouver National Historic Site. See section L page 146 - provision 52.236-27 of the solicitation for the location information. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. NOTE: The City of Vancouver has additional requirements for work performed in the City Right of Way.
