Description
NGA Segment Engineering SOW v5 (Draft) Status Update (2) for NGA Segment Engineering (NSE) This notice provides an update to the National Geospatial-Intelligence Agency (NGA) Systems Engineering Support (NSES) requirement, NGA Segment Engineering (NSE) (SOW #2): Service, System, Segment, and Project Engineering (w/i Services, Systems, and Segments) (ES5). Additional information regarding these business opportunities can be found at the UNCLASSIFIED Acquisition Resource Center (ARC) website: https://acq.westfields.net/redirect-landing.aspx. NSE (SOW #2) STATUS UPDATE (2): The Government is planning on releasing a Request for Proposal (RFP) with an opportunity for Questions and Answers (Q&A) in support of the NGA Segment Engineering (NSE) requirement during the fourth quarter of Fiscal Year 2018 to provide Service, System, Segment, and Project Engineering to ensure the program/segment/project is progressing towards the accomplishment of its objectives and the delivery of mission capabilities to NGA, NSG, ASG, Commercial and Foreign. NGA intends to competitively acquire the NSE requirements on a 100% Total Small Business Set-Aside basis. The Government contemplates award of a single C-Type contract with a five-year period of performance (one base year with four one-year option periods). The contemplated North American Industry Classification System (NAICS) code for this requirement is 541512, Computer Systems Design Services, with a Size Standard of $27.5M. The estimated value of the acquisition is approximately $150M-250M. A draft Statement of Work (SOW) specifically for Segment Engineering (NSE) is now posted on the UNCLASSIFIED ARC website on the NGA SE page. COMMENTS FROM INDUSTRY: Comments from industry are welcome in regard to the Statement of Work and/or acquisition strategy. Please submit all comments under the "Upload Feedback" tab on the NSE page at the UNCLASSIFIED Acquisition Resource Center (ARC) website on or before Monday, 11 June 2018 at 12:00 noon EST. Responses received after this date and time may not be reviewed. Please be advised that all submissions become Government property and will not be returned. Submission instructions follow at the end of this update below. Note: The contracting strategy for the NSE effort is ongoing so the information provided for this particular effort is subject to change. NGA intends to conduct multiple acquisitions for the NSES requirements under separate solicitations and announcements. Therefore, prospective offerors are responsible for periodically monitoring the FedBizOpps (FBO), Acquisition Resource Center (ARC), and/or General Services Administration (GSA) websites for release of any further information, draft documentation, and/or solicitation for the NSES requirements and other NGA opportunities. SUBMISSION INSTRUCTIONS: 1. Industry Feedback. The Government desires feedback and recommendations from Industry in order to conduct the most effective acquisition in support of the NGA Segment Engineering requirement. Accordingly, NGA requests prospective Offerors provide comment on the proposed acquisition where desired to include the following:  Draft NGA Segment Engineering Statement of Work (SOW). Prospective Offerors are invited to identify areas that are unclear, excessive, or otherwise warrant additional refinement for a potential RFP. Please provide paragraph numbers with your questions and/or comments and suggested changes.  Organizational Conflict of Interest (OCI). Contractor participation in the NGA Segment Engineering acquisition may involve Organizational Conflict of Interest (OCI) restrictions as a result of the scope of work completed under this effort based on development and the provision of products or services that are a result of, have been influenced by, or have the possibility of evaluation. Industry is encouraged to recommend potential OCI language for consideration by the Government.  Acquisition Strategy. Potential Small Business Offerors are encouraged to comment on their ability to meet the proposed requirement under the contemplated aforementioned NAICS code and Size Standard. Please note, to be considered for a Small Business set-aside, at least 50 % of the cost of contract performance incurred for personnel shall be expended for employees of the responder.( FAR 52.219-14, Limitation of Subcontracting) 2. Organizational Information. Respondents are requested to provide the information requested below and provide the following administrative information: Company name and mailing address; Name(s), title, telephone number, and e-mail addresses of point(s)-of-contact (POC) having the authority and knowledge to clarify responses with Government representatives. The Government does not intend to have discussions or meet with responders concerning their submissions. However, the Contracting Officer or Program Manager may contact one or more respondents for clarifications to enhance the Government's understanding of Industry feedback. Information obtained as a result of this announcement may result in revisions to the Government's requirements documents, acquisition strategy, and/or any future solicitation. Responses must contain only UNCLASSIFIED written documentation and shall be marked "UNCLASSIFIED" on all pages in both the header and footer. Submitted feedback should not contain proprietary information/markings. Submit responses in Microsoft Office Word or compatible format, 8.5x11 paper, 12-pitch font, with a minimum of one (1) inch margins all around, and a maximum page limit of seven (7) pages. RECEIPT OF SUBMISSION: The Government will not respond to each question or comment submitted in response to this notice or future posted draft documentation. The Government will, however, respond to questions submitted by respondents during the Q&A portion of the planned Request for Proposal (RFP) for NGA Segment Engineering. Information contained in potential Offeror's responses will be reviewed by NGA employees, non-Government system engineers and technical assistants, consultants and/or experts who are bound by appropriate nondisclosure agreements (NDA). In addition, the Government may utilize Federally Funded Research and Development Centers (FFRDC) and/or support contractors to provide technical advice on the responses. NOTE: This notice does not constitute an Invitation for Bid (IFB), Request for Proposal (RFP), Request for Quote (RFQ), or a commitment on the part of the Government to award a contract. The Government will not reimburse vendors for any costs or expenses incurred for responses to this announcement, submission of information, or any follow-up information requests. If a decision is made to release a Draft RFP or RFP for NGA Segment Engineering, the Contracting Officer will post a notice of proposed contract action on the FBO website directing interested parties to the UNCLASSIFIED ARC and/or CLASSIFIED ARC websites. As noted above, prospective Offerors are responsible for monitoring the FBO and ARC websites for release of any further information, draft documentation, and/or solicitation for the NGA Segment Engineering acquisition. All interested sources must respond to any future Engineering Services (ES) announcements separately from responses to this notice and the NGA Segment Engineering requirements.
