Description
This is a notice of intent that the United States Special Operations Command (USSOCOM) intends to award a sole source to Permuta Technologies, Inc., 6225 Brandon Ave., Suite 300 Springfield, VA 22150 for DefenseReady™ software license. DefenseReady™ is a database that manages human resources and is required by USSOCOM for all Components and TSOCs to use for tracking PERSTEMPO. There are user licenses, operating system licenses and tenant support plans being procured to cover the servers, operating systems and users. USSOCOM is requiring DefenseReady Licenses because USSOCOM already has DefenseReady Licenses operating on the SOF Information Enterprise (SIE). This software has undergone operational and security testing, and integration to ensure interoperability within the current SIE and are currently fielded throughout the SIE in support of SOF operations worldwide. DefenseReady Licenses have undergone USSOCOM’s Certification and Accreditation (C&A) process and as a result is the only software that imports data from multiple systems for PERSTEMPO tracking that has an Authority to Operate (ATO) on the SOF Information Environment. DefenseReady Licenses had been directed for use by the SOCOM Commander. The Command uses this product on its networks to minimize repeated and continual testing and integration efforts that are expensive and time-consuming. It would be ineffective to use two separate non-compatible software solutions to perform the same task. It would also be cost prohibitive to change brands and replace all of the software in use for the additional copies needed. Continued use of these previously fielded products minimizes procurement costs; maintenance; training requirements; streamlines logistics support processes; ensures interoperability and reduces costs associated with management and interoperability among disparate services. This notice is not a request for offers. The anticipated date of award is 7 June 2018. The Government intends to negotiate with only one source under the authority of the Federal Acquisition Regulations 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In accordance with FAR 6.302-1(a) (2) (ii), these items are determined to be peculiar to one manufacturer and not available from any other sources.
