- This Request for Information (RFI) is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the government as to the ultimate acquisition approach. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this RFI is to identify qualified contractors, who are able to meet Department of Veterans Affairs (VA) requirements for transition of Data Network services. Any contract/order that might be awarded based on information received or derived from this market research will be the outcome of the competitive process. The purpose of this RFI is to obtain market information on capable sources of supply, industry practices, and input specific to the information provided. The Government is not responsible for any cost incurred by industry in furnishing this information. All costs associated with responding to this RFI will be solely at the interested contractors expense. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP), if one is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. The North American Industry Classification System (NAICS) code applicable to this acquisition is 517311. The Small Business Size Standard for this NAICS code is 1500 employees $27.5M. Please indicate your company size and socio-economic status under this NAICS. The goal of this RFI is to identify businesses with the capability to support the VA's data networking requirements, with services at all locations. VA maintains a complex Information Technology (IT) infrastructure that supports approximately 360,000 VA staff nationwide. These employees oversee and facilitate VA IT product and service delivery activities to over 21 million Veterans. IT is integrated across 152 Medical Centers, 300 Vet Centers, 820 Community-Based Outpatient Clinics, 135 VA Community Living Centers, 6 Independent Output Clinics, 104 Domiciliary Residential Rehabilitation Centers, 231 National and State Cemeteries, and 56 Regional Offices. VA owns and manages most of the infrastructure that it supports. Its vast technology profile includes over 424,000 desktop computers, 69,000 laptops, 60,000 mobile devices, and 539,000 email accounts. VA s network is federated, with each region being a Wide Area Network (WAN) connected by a VA backbone network. The VA is transforming its network into a Multiprotocol Label Switching (MPLS) network providing any-to-any connectivity. The project is in flight and has a completion timeframe of summer 2019. The Contractor shall provide a like-for-like transition of all Networx Data services to a new contract vehicle award. The like-for-like transition means that where a technology exists today, it will transition to a like technology provided by the Contractor. For example, if there is a T1 carrier service existing it will be transitioned with the same T1 carrier service. If there is an MPLS circuit, it will be transitioned for a like MPLS circuit.
