- This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation. The Department of the Interior, Bureau of Reclamation, Lower Colorado Region, Yuma Area Office has a requirement to install approximately 13,500 L.F. of 6” sewer line and making connections at both ends to the existing force main. Pipe sleeves will be required at road crossings. Two new 60” steel sleeves will also be installed for a future line. The abandoned line will be flushed, chlorinated and then capped. All work shall be completed within 180 days. The work is located near Yuma County, Arizona Avenue C from County 16th Street to 19th Street. A. Realign the Cocopah 6” force main by installing new 6” C900 pipe. B. Connect the new line at both ends to the existing line. The contractor will be responsible for coordinating the tie-in of the new sewer force main to the lift station and to the sewage lagoons with Edward Domingues, Public Works Director for Cocopah Tribe. C. Flush the line to be abandoned with chlorinated water and cap at both ends. D. Return the finished grades to match existing adjacent grades. This solicitation is set-aside for HUBZone Small Business concerns. The North American Industry Classification System (NAICS) code for this acquisition is 237110, Water and Sewer Line and Related Structures Construction, which has a small business size standard of $36.5 Million. This acquisition will be pursued in accordance with FAR Part 14, Sealed Bidding. The Government intends to award one firm-fixed-price (FFP) contract as a result of this solicitation, with a required period of performance totaling 180 days after the successful Contractor receives notice to proceed. The estimated price range of the construction project is between $500,000 and $1,000,000. Offerors are required to have a current registration on the System for Award Management (SAM) to be eligible for contract award. Offerors must register on SAM at https://www.sam.gov/. A pre-proposal site visit will be scheduled for all interested parties. Site visit information (e.g. date, time, location) will be provided with the solicitation. It is anticipated that the solicitation, in the form of an Invitation for Bids (IFB), will be issued on or about June 11, 2018. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FBO.gov. All parties are responsible for checking the FBO website to ensure that they have the most current information. All dates in this announcement are estimates and are subject to change. The solicitation, once issued, will contain instructions for submitting questions. No questions regarding this acquisition will be accepted or addressed/answered prior to the formal solicitation issuance.
