- This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable offerors in the marketplace with the knowledge, skills and capability to perform the work described below. EPA anticipates issuing a single firm fixed price contract (Base Pricing) for Electrical Upgrade Project at Andrew W. Breidenbach Environmental Research Center (AWBERC Facility)Cincinnati, OH. The requirement is as follows: A: Working On Medium Voltage Switchgear: 1.Contractor shall be experienced in operating 15,000 volt switches and circuit breakers in switchgear lineups following written operating sequences for main-tie-main switching procedures. 2.Contractor shall be experienced with racking out procedures on 15 KV draw out circuit breakers. 3.Contractor shall be experienced in lock out tag out procedures on 15 KV switchgear. 4.Contractor must be capable of and familiar with coordinating feeder lock outs with Duke Energy. 5.Contractor shall be experienced in adjustment of breaker trip settings on 15 KV circuit breakers with long time, short time, instantaneous, and ground fault settings. 6.Contractor shall be familiar with procedures for bleeding off all residual energy as switchgear is shut down and isolated from every other potential source of power. 7.Contractor shall have personnel trained in the use of required personnel protective equipment (PPE) when performing 15 KV switching operations. B: Low Voltage Switchgear: 1.Contractor shall be experienced with racking out procedures on draw-out type 600 volt General Electric circuit breakers, demo of existing breaker cassettes, and installation of new General Electric retrofit breakers and cassettes. 2.Contractor shall be experienced in adjustment of breaker trip settings on 600 volt circuit breakers with long time, short time, instantaneous, and ground fault settings. 3.Contractor shall have personnel trained in the use of required PPE when performing switching operations on 600 volt, 4000 amp equipment. Interested and qualified potential offerors should submit a capability statement to demonstrate their experience. Please include the following information in your response/narrative: (1) Company name, address, and point of contact information; (2) Identification and verification of the company's business status (i.e. Large, Small, Certified HubZone, 8(a), Service-Disabled Veteran-Owned, or Women-Owned Business; (3) Descriptions of Previous experience within the previous five (5) years on two (2) projects considered similar in technical scope and complexity to the proposed EPA project. Please include dates of work, references, project costs, and complexity of the projects; (4) A statement on the portion of the work that will be self-performed on this project, and how it will be accomplished. This market survey is to determine whether or not this project should be set-aside for small businesses or a small business subcategory based on the responses received under NAICS 238210 Electrical Contractors and Other Wiring Installation Contractors with a Size Standard of $15 Million.
