Description
The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate and award a non-competitive, sole source Firm Fixed Price contract to Skill Director located at 824 Main Street Windermere, FL 34786 for the project entitled, "Self-Directed Learning Engine Technology". The proposed period of performance is 3 years. The statutory authority permitting Other Than Full and Open Competition is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1 (b)(1), which provides for limiting competition in those situations where the services are available from only one responsible source and no other type of services will satisfy the NRC's requirements. The designated North American Industry Classification System (NAICS) Code is 511210, Software Publishers, with a size standard of $38.5 million. During the pilot project for competency modeling, the NRC selected the modeling approach and Self Directed Learning Engine (SDLE) tool offered by Skill Director to demonstrate the ability to identify job skills and behaviors for a role. Within the SDLE users can assess their skills against the model, identify skill gaps, and through personalized learning close skill gaps by building an individual development plan and completing learning activities. NRC still requires access to the SDLE tool for existing and future roles to be able to identify and close skill gaps, and for its career planning feature which helps identify options for moving people between roles as workload shifts. This procurement of Skill Director SDLE licenses are essential to the NRC's requirement and will permit NRC to continue its current competency model assessment and career planning /employee fungibility approach. We anticipate that any change in our current solution would potentially require substantial modification to existing models and modeling process which would require significant time and expense for the NRC. Vendors that have the capability to perform the services discussed above shall submit a technical capability statement to Geoffrey Coleman., Contract Specialist at: Geoffrey.Coleman@nrc.gov no later than May 25, 2018. This notice is not to be considered a request for quotations, or a request for proposals. The information received will be used as market research.
