Description
This is a SOURCES SOUGHT NOTICE strictly for market research purposes. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT NOW OR IN THE FUTURE The purpose of this notice is for planning purposes only and to obtain information regarding the availability and capability of qualified small business sources (e.g., 8(a), service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned or economically-disadvantaged women-owned small businesses) under NAICS 511210 with a size standard of $38.5M, that have the capability, experience, and expert knowledge in the area of providing a cloud-based (SaaS) supported Integrated Library System (ILS) with a browser-based tool for cataloging, circulation, and reporting. The SaaS shall enable users to have online access to bibliographic records of all NIST Library holdings and include a discovery layer for gathering all of its resources together in its own unique catalog. Your response to the information requested will assist the Government in determining the appropriate acquisition method. NIST does not intend to award a contract on the basis of this notice, or otherwise pay for information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this notice and NIST's use of such information. There will be no Question and Answer period associated with this Sources Sought Notice. The Software as a Service (SaaS) subscription based license and service agreement shall include: a. Complete server to include all server resources - CPU, memory, disk, server-side networking b. Server backups performed daily c. Systems managed and monitored proactively. Systems notify Administrators of performance, free disk space, free memory, network errors or degradation d. Major system components support predictive monitoring - components shall be replaced before they fail and cause interruption e. Systems actively monitored for security and regularly patched to the latest OS security and stability releases f. All systems protected via firewalls and other security devices g. All sites receive 24 x 7 Critical Care support h. Be a customizable interface for images, colors, test treatments, and can be adapted to complement ongoing branding efforts. i. Secure interface that provides registered users with authorized access to content and services (including licensed materials), as well as the ability to personalize services provided through Symphony. j. Include a space suited to highlighting events or milestones that drive library usage (e.g., promoting new titles or entire collections, or listing recommended resources and best sellers. k. Consolidated search query box - information seekers can find all accessible resources with one search; and, to ensure more accurate search results, includes a "Did You Mean" feature that acts as a spellchecker. l. WYSIWYG editor to add custom webpages and create customer catalog's unique look, as well as options for custom HTML, CSS, and JavaScript m. Display citations to magazine and journal articles, reference resources, and other content from commercial databases along with all other available library and Web resources. n. Loads a record with a single command o. Displays results instantly for immediate use p. Detects duplicates with staff-selected match points for increased efficiency q. Includes Post Holding for informing r. OCLC of NIST holdings s. Store, organize, and access NIST library's or archive's non-book holdings t. Access and view full digital images from any place by anyone with a browser u. Search media collections using full-text, plain English v. Include hyperlinks to media within OPAC bibliographic records w. Easily integrated with third-party products, such as Intota The SaaS subscription based product shall be NIST SP 800-53 accredited and ISO 27001 certified. In order for a vendor to clearly convey their capability to fulfill the above-identified need, they MUST SUBMIT the following information: 1. Brief narrative providing evidence of the ability to administer a robust subscription based product containing the content and compliant with the specifications described herein. 2. A URL granting access to the portal of the on-line SaaS subscription product 3. Capabilities Statement discussing core competencies. 4. Current socioeconomic status of your company including applicable North American Industrial Classification System (NAICS) codes. 5. Indication of whether your company currently has an active registration, including on-line representations and certifications at the System for Award Management (www.sam.gov) website. Contractors must have a valid, current registration to be considered for award. No telephone requests will be honored. All information provided will become property of NIST and will not be returned. The synopsis is for information and planning purposes and is not to be construed as a commitment by the Government. This is not a solicitation for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of their capability statement assessment, but may be contacted for additional information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this Sources Sought Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No proprietary, classified, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). All capability statements and information requested above must be submitted via e-mail to randy.schroyer@nist.gov. Responses must be submitted not later than the response date for this Sources Sought Notice. Responses shall be limited to 8 typed pages, including attachments.
