Description
Pre-Solicitation Notice Microsoft Software Licenses under Academic Volume License Agreement The National Library of Medicine plans to award a sole source contract to BELL TECHLOGIX, 2812 Emerywood Parkway, Suite 200, Richmond, Virginia 23294. The requirement is to acquire Microsoft academic license subscriptions offered to members of the Maryland Educational Enterprise Consortium (MEEC) under their upcoming three-year (plus two option year) agreement with Microsoft, which is scheduled to begin August 1, 2018 and is scheduled to end July 31, 2021 (option years included). BELL TECHLOGIX is the sole authorized reseller for this MEEC/Microsoft agreement. Software license subscriptions under the associated Enrollment for Education Solutions (EES) plan offers access to the most current versions of the products, as well as prior versions still supported by Microsoft. NLM evaluates and selects which versions of these products to use, the timing for product adoption, and volume levels that either best meet the NLM's business interests, or account for full-time employee census across the NLM. NLM intends for widely-used desktop and server-side titles to be offered under NLM "site-wide" terms that substantially reduce not only the licensing costs, but also the administrative costs of software asset management and license tracking obligations. The NLM also intends to acquire some software titles for smaller communities of users on an as-needed basis under either the MEEC/Microsoft EES or MEEC/Microsoft Select Plus Agreement academic price schedules. Where software is acquired on a subscription/lease basis, the NLM anticipates, as an exit contingency, to convert software titles in use to the conventional perpetual license/annual software maintenance model on exit from program. The National Library of Medicine has approximately 1,600 Full Time Equivalent (FTE), staff who leverage over 3,400 desktop and server systems that will be covered by software acquired under this agreement. The NLM Microsoft software needs are identified as follows for NLM-wide use on all desktop/laptop systems. For each of the listed titles, access to current and prior Microsoft-supported versions is needed for NLM to make business-appropriate update/upgrade migrations: 1. Windows Desktop Operating System (OS) Upgrades (32/64-bit) 2. Microsoft Office Pro Plus 3. Microsoft Office 0365 (minimally version E1) 4. Enterprise and Pro Client Access Licenses (CALs) 5. Lync/Skype for Business 6. Visual Studio Pro 7. MS Visio Pro 8. MS Project Pro 9. Remote Desktop Services client (CAL) This action is being conducted under the authority of 41 U.S.C. 253( c )(1), as set forth in FAR 6.302-1 and HHSAR 306.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. BELL TECHLOGIX is uniquely positioned as the sole Microsoft Licensing Solutions Provider (LSP) reseller competitively selected to support the MEEC/Microsoft agreement. They possess unique experience and qualifications for working with Microsoft ESS and Microsoft Education vNext programs. This notice is not a request for competitive proposals. However, all responses received within 7 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
