- Description
- The U.S. Agency for International Development, Regional Development Mission Asia (USAID/RDMA) intends to extend a U.S. Personal Services Contract (USPSC) with an Offshore-Hire Regional Wildlife Conservation Advisor in the Regional Environment Office (REO), USAID/RDMA (Contract No. AID-486-S-17-00003) without competition using the authority contained in AIDAR 706.302-70(b)(5). The extension is for two years on a full term basis from April 24, 2019 through April 23, 2021. The estimated cost of the extension is $299,919, bringing the total estimated cost of the contract from $287,944 to $587,863. Under this action, the incumbent will continue to provide leadership for, and guides the implementation of, the USG's efforts on key wildlife and biodiversity conservation issues, including: (1) Combating Wildlife Trafficking, which includes demand reduction, law enforcement and regional coordination, (2) Combating Illegal, Unreported, and Unregulated (IUU) Fishing, (3) Developing Ecosystem Approach to Fisheries Management (EAFM) plans, (4) Supporting Catch Documentation and Traceability (CDT) systems, and (5) Countering Seafood Fraud. This position, as the lead for wildlife biodiversity conservation, requires specialized wildlife technical expertise in terrestrial and marine biodiversity and is dependent on the continued availability of biodiversity funding. A solicitation will not be publicized in accordance with FAR 5.102(a)(5)(iii) and AIDAR 705.102(d). This synopsis is to satisfy the requirement of FAR 5.201. A Justification and Approval for other than full and open competition (J&A) pursuant to FAR 6.305 will be publicized upon the contract award.
