- Justification other than full and open competition NOTICE OF INTENT TO ISSUE A CONTRACT. The Centers for Disease Control and Prevention intends to award a sole source firm fixed price contract to Washington State University, 412 E Spokane Falls Blvd, Spokane, WA, 99201, The purpose of this contract is to process a pilot test of a newly drafted online training program titled: NIOSH training for law enforcement on shift work and long work hours. This procurement requires the expertise and experience of Dr. Lois James and her team at Washington State University; 1) They have expertise in conducting research that examines the sleep and work hour measures planned for the pilot study including use of sleep diaries and actigraphs. 2) They own 50 actigraphs that will be used in the pilot study. 3) They have a network of working relationships in law enforcement that will help overcome their reluctance to participate in studies and thereby facilitate enrollment of 60 law enforcement officers. 4) They have the combination of knowledge about law enforcement and work hour and sleep research which is needed is analyze the data and interpret the pilot study results and help determine changes to improve the online training program. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2) and 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all proposals/responses received from the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any proposal/response should be emailed to Dwight Favors, Contract Specialist at dyf3@cdc.gov by June 21, 2018. If no affirmative responses are received on or before the date stated, in accordance with FAR 6.302-1(a)(2), negotiations will be conducted with the Washington State University, 412 E Spokane Falls Blvd, Spokane, WA, 99201, as the only source and a contract will be issued without any additional notices being posted.
