Description
Notice of Intent to Award a Sole Source Contract / Order This notice of intent is not a request for proposals. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government The United States Holocaust Memorial Museum (hereafter USHMM) hereby provides notification of its intent to award a sole source order to: Atlas Systems, Inc. for Aeon automated request and workflow management software The USHMM has a need for an automated request and workflow management software for its libraries. Based on market research USHMM believes that Atlas Systems, Aeon automated request and workflow management software is the sole source to provide a solution with the following minimum requirements: Patron interface is web-based. Ability for patrons to create personal accounts. Ability for patrons to reset/retrieve username and password easily. Ability for patrons to monitor request status through their online accounts. Ability to limit the number of components or items from an individual collection that can be requested at once or within a certain time period. Ability for patrons to follow a link from the online catalog (both the Collections Search and the Library's Voyager OPAC) to a request form for that item. Ability to enter requests for collections that are not listed in the online catalog (e.g. a "blank form.") Ability to require patrons to confirm their agreement with Museum policies/procedures during the registration process. Ability for staff to create requests on behalf of patrons directly in the System. Searchable notes field(s) with varied internal (staff only) and external (for patrons) access. Ability to generate reports of outstanding requests in the System at any given moment. Ability to forward a request outside the System (e.g. send an email with all relevant information). Ability to alert patrons from within the System that they need to clarify a request; alternatively, the ability to attach notes or clarifying questions to a request and alert users via email that they have a note requiring their attention in the System. Ability to generate printed or virtual "call-slips" for particular collections or components; contents and format of call-slips can be customized by staff. Ability to "check out" items to researchers in the reading room (could be done via a status change). Ability for staff to record whether certain access or permission criteria (such as permission from the host archive, or the completion of a user declaration form) have been met regarding a particular patron or request. Ability to create and customize web-based forms for patron requests. Software upgrades should be minimally disruptive to service, regardless of hosting arrangement. Ability of software and data to be hosted in the cloud (by vendor or third party) Note: USHMM prefers a vendor-hosted solution within the vendor's data center. If this option is not available, the System should have the ability to be hosted within USHMM's cloud environment. Ability to customize the patron registration form to capture certain data (e.g. education level) for statistical purposes. Interface must closely match the look and feel of the Museum's existing online catalogs and website. Ability to create calendars to regulate patron access dates and times (e.g. defining Holidays and other days a reading room may be closed so that patrons cannot request access on those days) All requests assigned unique number for tracking and recordkeeping purposes. Ability to create custom status notes to match various workflows. Ability to import order data from current iDAM system (approximately 12,000 orders). User data can be shared to and from other Museum software programs (such as a reference management system) easily, perhaps via APIs, so that patrons do not have to create multiple accounts with multiple branches of the Museum. Ability to interact with existing or future document delivery systems (such as SFTP, MediaShuttle, or similar.)
