- *******THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS******* Synopsis for: Contract Number N66001-18-Q-7959 Title: Environment for Visualizing Images (ENVI) software license renewals Description: N66001-18-Q-7959- Notice of Intent to award a sole source contract to Harris Geospatial Solutions, Inc. doing business as Nexelis. The Space and Naval Warfare Systems Center Pacific (SSC Pacific), intends to award a contract on a sole source basis to Harris Geospatial Solutions, Inc. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source and no other supplies or services will satisfy agency requirements, as implemented by FAR 6.302-1. A Request for Proposal (RFP) will be issued using other than full and open competition procedures. ENVI is being used by the USMC as image analysis software for working with two dimensional satellite and aerial imagery in support of mission planning. This software will allow the USMC to compare images over time (spacio-temporal analysis) or create vector overlays on images for more advanced analysis and planning. For example, ENVI may be used to overlay and display a network of known roads (vector data) on a satellite image backdrop using vector information containing lines, points, and polygons. Similarly, the ENVI software can compare images from multiple points in time to track variations in building development or environmental impact. This image analysis, processing, and visualization is used in support of remote sensing operations. The proposed procurement action is anticipated to result in a nine (9) month base period and three (3) one (1) year options. The NAICS Code is 511210 and the Small Business Size Standard $38.5 Million. The estimated award date for the contract is August 2018. Responses to this sole source synopsis can be submitted via the SPAWAR E-Commerce website at https://e-commerce.spawar.navy.mil under SSC Pacific "Special Notices" by 03 August 2018.
