- WSMR VISITOR CONTROL PROGRAM 52.218-4201 UXO POLICY PLANS DRAWINGS FINAL CONSTRUCTION SET ROUTE 21 SOLICITATION Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a SOLICITATION NOTICE for an Invitation for Bid (IFB) Firm Fixed Price construction contract. The project consists of removing approximately 107'L x 34'W of bituminous asphalt roadway, two (2) concrete culverts (barrels), riprap material on both west/east side of roadway, preparing subgrade and reinstalling the original concrete culverts and riprap, replacing base course, roadway asphalt, rigid pavement and markings. This acquisition is 100% set aside for Service Disabled Veteran Owned Businesses under NAICS 237310 (Size Standard $36.5 Million). The magnitude of the procurement is estimated to be between $100,000 and $250,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies, transportation and bonding necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. Work under this contract will be located as follows: Work is located at Route 21 approximately 2.2 miles north of RR202/RR21 intersection in White Sands Missile Range, NM Main Post. As of today the Wage Determination is: General Decision Number: NM180049 01/05/2018; State: New Mexico; Construction Type: Highway; County: Doña Ana, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price or $50,000 whichever is less. Performance and payment bonds must equal 100 percent of the original contract price. Interested parties must be currently registered in the System for Award Management (SAM) at www.sam.gov to receive a government contract award. Bidders shall register in SAM as well at www.sam.gov. Online Representations and Certifications Application (ORCA) must also be current to qualify to receive a contract award.
