Description
IFB Clauses/Provisions. Wage Grade Determination AZ 180034 (07/20/2018) AZ34 Statement of Work, Roof, Maricopa, AZ The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) is issuing a Solicitation Notice for Solicitation Number 1232SD18B0016 to Re-seam and Re-coat roof on Laboratory Building 200 of the United States Arid Land Agricultural Research Center located in Maricopa, AZ. The solicitation is issued as an Invitation for Bid (IFB) which will result in a single firm fixed-price (FFP)construction contract. This procurement is being competed as a Total Small Business Set-Aside. Offers from other than Small Business concerns will not be considered and shall be rejected. The offeror must be a General Construction company with an approved NAICS Code 238160, Size Standard $15.0 million and bonding capacity. A bid guarantee is required under this solicitation. A Payment Bond and a Performance Bond will be required after award. A Site Visit will be held at 09:00AM (local time) on Tuesday, August 7, 2018 at USDA/ARS/ALARC, 21881 North Cardon Lane, Maricopa, AZ 85138-3004. Contractor shall furnish a technical and cost proposal to re-seam and re-coat the roof on the Lab Building 200 at USDA site in Maricopa, AZ. The contractor will provide a turn-key product to include but not limited to, all materials as specified and the proper installation of all material and equipment per manufacturer's recommendations. Contractor shall furnish the following with Bid to be considered for award: Submittals Prior to Contract Award: Letter from the proposed primary roofing manufacturer confirming that the bidder is an acceptable Contractor authorized to install the proposed system and will be providing a minimum fifteen (15) year no dollar limit warranty. Letter from roofing materials manufacturer stating proposed system meets USDA Bio- Preferred requirements, see www.biopreferred.gov for more information. Statement Prime Contractor will be installing contractor and listed as such on the warranty. Letter from the primary roofing manufacturer stating that the proposed application will comply with the manufacturer's requirements in order to qualify the project for the specified guarantee, minimum fifteen (15) year no dollar limit warranty from the system manufacturer. Principal Features of Work (includes but may not be limited to) for Building 200 Roof Re-seam and Re-coat for areas listed below: Repair curling seams and prep roof (cleaning, primer, etc.) to be recoated per roof coating manufacturer's specifications. Recoat roof with a roof coating system, TREMCO AlphaGuard BIO Base Coat and AlphaGuard BIO Top Coat, or equivalent, with minimum fifteen (15) year no dollar limit warranty from system manufacturer. Color to be white, or white granules to be applied per manufacturer's recommendations. Roof sizes stated in the Statement of Work are estimated, contractor verify exact square footage. All materials to be stored per manufacturers recommendations. Moisture detection under existing roof is responsibility of the contractor and ability to obtain a minimum 15-year, no-dollar-limit warranty from the system manufacturer. If wet areas are found, they are to be cut out and filled in with new insulation and overlay membrane prior to coating or overlaying with a new surface at no cost to the Government. The work to be performed under this specification shall include but is not limited to the following: Attend necessary job meetings and furnish competent and full time supervision (30 Hours OSHA training required), experienced roof mechanics (10 Hour OSHA training required), all materials, tools, and equipment necessary to complete, in an acceptable manner, the roof membrane/flashing system/ coating system installation in accordance with this specification. Comply with the latest written application instructions of the manufacturer of the primary roofing products. Utilization of Bio-Based Products: The contractor shall utilize products and material based from bio- based materials, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR).
