Description
Industry Day Invitation - LAK Draft Performance Work Statement (PWS) for Link-16 Alaska (LAK) 1. The Warner Robins Air Logistics Center is hosting an Industry Day on September 6th, 2018, to solicit feedback from interested industry representatives regarding an initiative by the Common Avionics Program Office to acquire Contract Logistics Support (CLS) and services required to support Link-16 Alaska (LAK). LAK consists of 16 remotely managed Link-16 ground entry points throughout the Alaskan Area of Responsibility (AOR). LAK contributes to the security of the United States by providing a digital, jam-resistant, and secure radar air picture to tactical aircraft allowing them to see the full scope and range of enemy and friendly aircraft in their vicinity over the Alaskan air space. LAK is a force enabler program which supports air defense and home land defense for Alaskan North American Aerospace Defense command (NORAD) Region (ANR). LAK is a ground system and is not installed on any platform, but it is used to communicate securely with other platforms such as aircrafts, ships, and ground-based radars. Major requirements for this effort include providing program management services, engineering services, administering and managing Risk Management Framework (RMF), hardware repair, software repair, software upgrades (patches), Cybersecurity support, Technical Orders and technical documents support, systems and software engineering, familiarization training, technical assistance, test and development as part of tech refresh/Block Upgrade, and documentation to the Cybersecurity certification and accreditation (C&A), engineering services, software maintenance/updates, logistics, and field support of LAK. Other requirements for this effort include actions necessary to repair components to fully operational status, and to maintain the LAK system to ensure interoperability with all internal components and external agencies that comply with MIL-STD 6016. 2. The Common Avionics Program Management Office (PMO) is searching for potential business interests in this unique marketplace for Link-16 Alaska (LAK). We welcome collaboration with industry to critically review our requirements and discuss mutual issues and concerns relative to our technical requirements and acquisition strategy approach. During the morning session of the Industry Day event, we will convene an open session for general discussion on the requirements, needs, issues, and concerns of LAK's current state and future. This session will also provide a time for each individual company to anonymously ask any questions or express any concerns regarding the requirements and efforts for LAK. Beginning that afternoon, we will schedule one-on-one sessions with each vendor interested in discussing specific issues and concerns relative to their company's interests. These closed door sessions will last 30 minutes. Each vendor will be allowed 15 minutes of presentation time, or they may spend their time posing questions to the government. The remaining 15 minutes will be allocated for government personnel to direct questions to the vendor. Sessions will be scheduled on a first come-first-serve basis.
