- CLS - Industry Day R1 * This notice in full with Revision 1 along with a draft Performance Work Statement is attached as a package. ONE ON ONE SESSION QUESTIONS The following questions are the main areas the Government want to cover during the one on one session. Please be prepared to answer and discuss these questions at the one on one session. Written responses are not required. Companies attending the one on one session may provide written response prior to or at the one on one session. 1. What is your company's experience providing the following services for a fleet of 19 or more Learjet 35 aircraft? a. Routine repair and maintenance b. Aircraft launch and recovery c. Phase inspection and scheduled depot maintenance d. Drop in depot maintenance e. Executive quality aircraft paint f. Modification integration and support What is your company's current and planned capacity in regards to the above requirements? 2. It is the Air force's intent to reduce the number of spare parts (excluding engines and DoD specific parts), equipment, supplies and tools to zero. a. What is your company's financial, storage and personnel capacity to provide 100% (less excluded items) of the equipment, parts, supplies and tools in order to meet the contract requirements of 80% MC rate, 95% Home Station Departure Rate, and <3% Not Mission Capable Supply rates? b. What average rate do you expect your company can achieve above these contract metric? 3. The C-21 operates worldwide and breakdowns can occur anywhere in the world. a. What is your company's capacity for off station AOG recovery in difficult to access countries (i.e. Qatar, Argentina, Jordan, etc...)? b. Do you have policies and procedures in place to ensure parts will reach the aircraft within a reasonable time? If so, please elaborate. 4. The Air Force may require deployment of an aircraft and maintenance crew for a long term deployment to the Area of Responsibility to support military operations overseas. a. Please explain how your company will process all documentation required to quickly move your personnel, equipment and spare parts into austere locations worldwide in order to support deployment operations. 5. Given the following conditions, how is your company prepared to support a long term deployment to an undisclosed location in Southwest Asia to include all passports, visas, residency requirements and work permits with full operational capability reached within 60 calendar days? a. 80% MC Rate per aircraft, 95% Departure Rate apply b. Only field level maintenance is expected to be performed at the deployed location c. Operational hours are 24 hours a day, 7 days a week d. Post (Hardship) Differential % of Basic Compensation is 5%, Danger Pay does not apply e. Aircraft flies approximately 50 hours per month f. There is no GFP or GFE associated with the deployed location-- Contractor must provide all spare parts and support equipment g. All maintenance facilities to include room and board for employees and facilities for contractor's supplies, materials, and equipment will be provided by the Government h. There is no projected date for withdrawal i. Contractor must comply with all applicable SOFAs, Bi-Lateral agreements, Host tenant agreements and all customs and visa requirements to support the deployed location 6. What policies and procedures in place does company possess to address aging aircraft issues including corrosion and associated prevention? 7. The Government is contemplating a Phase-In incentive. The purpose of a Phase-In incentive is to motivate the contractor to be ready for full performance. a. What is your interest in a Phase-In Incentive? b. The areas the Government contemplates in incentivizing are: -COMBS stock is ready to support full performance -Inventory Management System is fully functional and able to provide accurate data -Ground Support Equipment in place and ready for full performance -Personnel in place, trained, and ready for full performance -Ready to Support Southwest Asia Deployment c. Should any areas of phase-in be added or removed the from above incentives? Please provide rationale? d. What dollar value (as a percentage of the contract value) would be sufficient for an incentive? e. Are there any incentives that are not based upon a dollar value (or a non-financial incentive) that would interest your company?
