Description
Laboratory Analyses of Water Samples, Pacific Island Network Inventory and Monitoring Water Quality Program This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This Solicitation Number 140P8218Q0031 is issued as a Request for Quote (RFQ) for laboratory analyses of water samples for the Pacific Island Network Inventory and Monitoring Water Quality Program, National Park Service. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-98, effective May 31, 2018. This acquisition is a 100% small business set aside, using NAICS 541380, Testing Laboratories, size standard $15 million. The Vendor who is selected for this project will provide all personnel, equipment, tools, materials, supervision, and other items necessary to complete the attached Performance Work Statement (PWS). The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. Please submit offer pursuant to the aforementioned instruction. The provision at 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this offer. The selected offeror must submit a completed copy of the listed representations and certifications. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition, to include the following clauses that are incorporated by reference: FAR 52.204-10, 52.209-6, 52.219-6, 52.219-28, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.222-41, 52.222-42, 52.222-43, 52.222-50, 52.222-55, 52.222-62, 52.223-18, and 52.225-13. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. This contract is also subject to the Service Contract Act (SCA). The appropriate SCA wage determination will be determined based on location of the vendor's laboratory and attached to the contract award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Past Performance, and (ii) Price. The contract will be awarded to offeror who is found acceptable in Factor (i) and is the lowest price offer. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). See the Contract Price Schedule for the Contract Line Items (CLINs). Please include pricing via submission of the Contract Price Schedule with your offer. At the discretion of the Contracting Officer, the Government intends to evaluate proposals and award a contract without discussions with offerors. Each initial offer should, therefore contain the Offeror's best terms from both a price and past performance standpoint. Please submit offers via email no later than Monday, August 13, 2018 at 11:00 A.M. Hawaii Standard Time. DO NOT SUBMIT OFFERS THROUGH ANY OTHER MEANS. All offers and inquiries shall be emailed to the Contract Specialist, Sunshine Woodford, at sunshine_woodford@nps.gov. Offerors must be registered in the System for Award Management (SAM) at www.sam.gov to receive award of this contract. Following contract award, vendors shall be required to register and submit invoices via the Department of the Treasury's Internet Payment Platform (IPP): https://www.ipp.gov.
