- RFQ Notice NIHOD201800026 is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued using Simplified Acquisition Procedures under the Authority of FAR Subpart 13.5. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-99, 16 July 2018. The North American Industry Classification System (NAICS) code for this procurement is 811219 - Other Electronic and Precision Equipment Repair and Maintenance, with a business size standard of $20.5 million. The acquisition is being competed as a small business set-aside. A list of line item number(s) and items, quantities, and units of measure (including option(s), is attached; Attachment A, Line items and Period of Performance. The Contractor shall provide comprehensive preventive maintenance and quality assurance to ensure all equipment covered under this statement of work operates with maximum dependability and efficiency. Successful contract performance shall include prevention or early detection and correction of deficiencies, proper repair and use of test equipment to prevent equipment damage during repairs or inspections. Attachment B, STATEMENT OF WORK (SOW). Potential offerors need to be able to demonstrate their ability to provide the above services on the pieces of equipment listed in Attachment C. The period of performance is 09/1/2018 - 08/31/2023. By submission of an offer, the offeror the requirement that a prospective awardee shall be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of this task order agreement resulting from this solicitation (www.sam.gov). The government intends to award a IDIQ Contract with Firm Fixed Price and Time and Material Task Orders to the responsible contractor on an all or none basis, as a result of this RFQ, and the terms and conditions set forth herein. Respondents shall submit their technical and price quotes packets, as separate documents. Technical proposals shall be limited to a 10 page limitation (excluding resumes). Price quotes must, also, include a response to FAR 52.222-48, attached (See ATTACHMENT O). Place of Performance: Multiple buildings within the National institutes of Health (NIH) and the Poolesville, MD campuses. Offers shall be emailed to johnsontim@od.nih.gov, no later than 5:00 P.M. eastern standard time on Friday, August 3, 2018. Requests for information concerning this requirement must be submitted in writing, e-mailed to johnsontim@od.nih.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f) All responsible sources may submit an offer that will be considered by this Agency.
