Description
SOW for Palletized Seat System Technical Standard order (TSO-C127a) for C-27 Palletized Seat System SYNOPSIS: This is not a solicitation announcement. This is a sources sought synopsis only. This is NOT a request for proposals and in no way obligates the Government to award any contract. The purpose of this sources sought synopsis is to gain knowledge of commercially available products and services that may be of interest to the United States Coast Guard (USCG). The USCG, Aviation Logistics Center (ALC) is conducting market research to determine manufactures and suppliers described as follows: BACKGROUND: The United States Coast Guard (USCG), Aviation Logistics Center (ALC) Medium Range Surveillance (MRS) Product Line Division has a requirement to obtain Aircraft Seating Pallets with nine (9) seat configuration, economy style seating certified to FAA TSO C127a to be utilized on the HC-27J aircraft. The new seat pallets are required to accommodate the transportation of personnel while conducting logistics flights. USCG OBJECTIVES: USCG, Air Station, Sacramento, California is seeking sources to provide a C-27J palletized Seat System (PSS) 88'W x 108'L on a HCU-6/E standard pallet size dimensions. Pallet design with Economy style seating certified to FFAA TSO C127a. Airworthiness validation of the palletized Seat System to be accomplished by a comprehensive structural analysis (FEA) and Engineering Test Report (ETR). This ETR and applicable data will be provided to the customer to utilize in obtaining airworthiness certification from an ATTLA sponsorship or other qualified certifying agency. FAA Certified Triple Passenger Seat with 23.5 aisle width. Each seat pallet assembly should be designed to restrain seats occupied by a 250lbs passenger, per the ultimate load factors of FAR Part 25.561. All materials used in the construction of the PSS's shall meet the flammability requirements of FAR Part 25.853, and shall include Weather Cover to protect (PSS) during storage and aircraft ON/OFF loading operations. REPLIES: All sources that can provide the services are encouraged to provide a capability statement for the provisions of C-27J palletized seat system. Responses to this notice should include company name, Cage Code, address, and telephone number, point of contact (POC), and any other information demonstrating that they can provide the services. Please respond to the following questions: (1) Is your business a large or small business and how many employees? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified hub zone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? (7) Is your product listed on a GSA schedule? (8) Do you have other government agencies using the product, and if so which agencies, POCs and contract numbers? (9) If possible, list any POCs for civilian users for general usage of product questions. After review of the responses to this sources sought announcement, and if the USCG decides to proceed with an acquisition, a solicitation announcement will be published on the Federal Business Opportunity (FBO). Again, this is not a request for proposals and in no way obligates the Government to award any contract.
