- Pacific Fuel Storage and Support Services DESCRIPTION: DLA Energy is seeking information on industry capabilities/interest/potential sources for dedicated fuel receipt, storage and issue during surge operations throughout the Pacific. This announcement constitutes a Request for Information (RFI) only; there is no solicitation at this time. The government is neither negotiating nor calling for offers at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation costs. The Government will not make an award based on the RFI. Interested parties should respond to the following: AREA OF CONSIDERATION: Indonesia, Papua New Guinea, Federated States of Micronesia, Solomon Islands, Marshall Islands, Palau, Samoa, East Timor, Malaysia, Tonga, Republic of the Philippines, Socialist Republic of Vietnam, Hawaiian Islands, and Alaska. CONCEPT OF OPERATIONS: DLA Energy is seeking information on the potential for dedicated long term receipt, storage and issue of Department of Defense and US Coast Guard owned fuel in the areas listed above. Storage amounts and receipt/issue capabilities are listed below. This storage is in addition to any Government storage already in the area of interest. CAPABILITIES SOUGHT: A.Maximum storage requirement will not exceed 500,000 barrels and may be divided and stored at multiple locations with a minimum at each location of 125,000 barrels. B. Maximum feasible daily, weekly, sustained delivery quantities of DLA Energy-owned product from storage facilities located in the geographic areas identified above. C. Methods of feasible product delivery via ships up to 300,000 barrel capacity. Pier facility capable of mooring, receiving and issuing to/from ships up to 625 feet in length, with a draft of 42 feet and a beam of 110 feet. D. Environmental constraints for both Storage and receipt/issue. E. Lead-time required to establish an initial capability, and lead-time for a fully-implemented supply chain solution. F. Response times (upon DLA Energy notification) once capability is established. G. Potential industry alternatives (ex. Access to existing capability). H. Industry concerns, potential constraints associated with maintaining a "warm" industrial capability enabled to support rapid activation.
