- The Centers for Disease Control and Prevention (CDC) intends to award a sole source purchase order to Benson Medical Instruments, 310 4th Avenue South Suite 5000, Minneapolis, MN 55415, for the spirometer package (see below items). The statutory authority for this sole source acquisitions is 10U.S.C 2304© (1) in accordance with FAR Part 6.302-1 - only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this requirement is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing. Benson Medical Instruments designs and manufactures the most comprehensive integrated hearing conservation and spirometry solutions. Benson's audiometers and spirometers incorporate user-friendly functionality with robust data management software that allows data to be transferred, stored, secured, merged, and reviewed for multiple employees and they manufactures both the devices and software. The current technology is out of date and does not allow date transfer and manipulation with devices that do not communicate well with programmed software. Benson is the only company that can provide the complete package with all parts including the BAS-200 Bio-Acoustic Simulator and is the single source needed immediately for the items requested to continue the study from previous findings. As a result of this synopsis, no competitive solicitation will be posted on FedBizOps. We will issue only one solicitation to Wake Forest University. However, responsible sources that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Specialist by August 15, 2018. The Contracting Specialist will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Specialist. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
