- The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Norfolk, VA 23511-3392 intends to negotiate a firm fixed-price commercial contract for carpet replacement as required by the Naval Computer and Telecommunications Station Hampton Roads. The procurement will be conducted in accordance with FAR Part 12 “ Acquisition of Commercial Items and FAR Part 13 “ Simplified Acquisition Procedures. This procurement is set-aside for participation by small businesses, in accordance with FAR Part 19. The North American Industry Classification System (NAICS) code for this acquisition is 314110 “Carpets and Rugs from Textile Materials; the Size Standard is 1500 employees. This notice of intent is NOT a request for quotations; however all responsible sources may submit a quote pending solicitation, which shall be considered by the agency. A complete Request for Quote (RFQ) package will be available for downloading at the NECO Website: http://www.neco.navy.mil on or about 03 August 2018. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting a quotation, the quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. By submission of a quotation, the contractor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 866-606-8220, or via the Internet at https://www.sam.gov/portal/public/SAM/. Please direct all questions regarding this requirement via e-mail to the POC identified in this synopsis. The NECO website has a śSubmit Bid ť button next to the solicitation number. DO NOT use the śSubmit Bid ť button on NECO to submit your quotation for the upcoming solicitation. Only quotations submitted in accordance with instructions of the solicitation will be considered for award.
