- NOTICE OF INTENT TO AWARD A SOLE SOURCE MODIFICATION TO CONTRACT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS The Army Geospatial Center (AGC) Alexandria, VA 22315, intends to issue a firm-fixed priced, sole source modification IAW FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to MacDonald, Dettwiler and Associates (MDA) at 1951 South Fordham Street Suite 150, Longmont, Colorado 80503. AGC requires a modification to current contract W5J9CQ-16-C-0009 for new work and continued developmental work on the Remote Ground Terminal (RGT) system and software. RGT provides the capability for the direct downlink of commercial imagery. MDA is the sole designer, developer, and manufacture of the RGT System, which is based on proprietary software and intellectual property which are exclusively owned by MDA. The computer software includes executable codes, source codes, cost listings, design details that the Government cannot acquire. The applicable North American Industry Classification System (NAICS) code is 541519 with a size standard of $27.5 Mil. This notice of intent is not a request for competitive quotes and no solicitation will be issued. However, parties interested in responding to this notice shall submit written capabilities. As part of the written response the interested party must include evidence of the respondent's ability to support the requirement. All responsible sources may submit a capabilities statement which shall be considered. Response is due Tuesday, 7 August 2018 at 9:00 am EST. The Government will not be responsible for any cost incurred in preparation of response. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
