- Notice of Intent to Sole Source The U.S. Geological Survey, Astrogeology Team, Flagstaff, AZ has a requirement to develop software for visualizing model-depending improvements in M3 spacecraft position and develop metrics for assessing validity of results. Astrogeology is working to complete delivery of geometrically improved Moon Mineralogy Mapper data following a multi-year processing effort. To continue to support NASA, this dataset needs additional processing to update the position and viewing geometry prior to public release. The North American Industry Classification (NAICS) Code is 541511. The size standard is $27.5 million dollars. The USGS intends to make a non-competitive award to Applied Coherent Technology Corporation (ACT), Herndon, VA. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b) (1). ACT is the sole source for this work because they had a primary role in the NASA Moon Mineralogy Mapper (M3) mission and was an original deliverer of final data products for that mission to the public. Dating from that effort, ACT maintains proprietary software rights and is the only vendor capable of performing the final processing and validation of the M3 data. The anticipated contract will be firm fixed price. This is not a request for quotation, and the Government does not intend to pay for information received. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Respondents will not be notified of the results of any Government evaluation of the information received.
