- FAR CLAUSES SOW I. Introduction This Statement of Work (SOW) provides specific information regarding a U.S. Coast Guard requirement for equipment to permit climbing of vessels or structures in a maritime or port environment. These equipment items will be utilized to board vessels at anchor, underway, or in a port environment, or to negotiate structures or vertical obstacles in a port area. II. Background The U.S. Coast Guard currently utilizes a range of collapsible polls and flexible ladders to enable the boarding of vessels at sea. This solicitation seeks alternate solutions to permit better tailoring of the climbing equipment utilized for various vessel types or environmental conditions. III. Requirements 1. Carbon Fiber, Multi-section Ladder System. This multi-sectional ladder system shall be modular in design, permitting the tailoring of the height of the ladder through the addition/removal of ladder sections. Ladder sections shall be simple to connect, utilizing durable, quick-release ball-locking pushpins. Each ladder section shall be @3ft in height and at least 1.5ft wide. The total system, with five rigid sections connected, shall enable vertical climbs of @15ft. The system shall include an additional 5-6ft flexible wire-ladder section, attachable to the lowest rigid ladder section; integrated stand-off braces to prevent the ladder from lying flat against a vertical wall; removable/replaceable 7" and 10" hook systems for attaching the system to a ship's rail or the top of walls. The overall system shall be engineered and rated to support at least 1500lbs when suspended vertically. The system shall permit horizontal traversing (bridging) of up to 8' and be rated to support up to 300lbs when suspended horizontally between two hard surfaces. System materials shall be carbon fiber; attaching hardware shall be stainless or other durable material able to endure frequent exposure to salt-water environments without corroding. The system must support use as a litter for movement of injured persons and must include appropriate straps, handgrips, and other attaching points to secure an injured person to the system, allowing safe horizontal or vertical hoisting of the litter/patient. The total system shall be packaged for transport in a durable cloth bag. Kit Components shall include, at a minimum: 5 ea Carbon-fiber 3' ladder sections with push-pins 2 ea Tactical Hook 7" 2 ea Tactical Hook 10" 1 ea Tactical Dual Hook 4 ea Wall Standoff Brackets 1 ea Flexible Wide Wire Ladder 1M 1 ea Flexible Wide Wire Ladder 5M 2 set Rubber Foot Kit to protect ladder sections when placed on hard surfaces 2 set Rubber Top to protect the ladder sections when placed on hard services 1 set Stretcher Handle / Patient Tie-down Kit 1 ea System Backpack / Storage Bag 4 ea Tactical Ladder Flexi Element 10 ea Quick Release Pins
