- The Centers for Disease Control and Prevention intends to award a sole source contract to Cayman Chemical Company, 1180 E. Ellsworth Road Ann Arbor, MI. This firm-fixed price contract will increase the CDC's capacity of analytical reference materials. These reference materials will be distributed as needed to partner laboratories with existing equipment and personnel to assure the accuracy of their identification of emerging opioids. These materials not only directly increase national capacity for laboratory testing of opioids but also improves the quality and comparability of emerging opioids identified during public health surveillance and research. The contract will be awarded in accordance with FAR 6.301-1 and FAR 12.603. CDC believes the proposed contractor is the only source of 100+ opioid analytical reference materials immediately available for commercial purchase. I. BACKGROUND: The opioid epidemic and extensive amount of fentanyl analogs of concern have created the need for the development of reference fentanyl diagnostic tests and calibration standards. In order to improve federal, state, and private laboratory capability to detect synthetic opioids, the Division of Laboratory Sciences will execute a contract with a commercial vendor to provide currently available commercial analytical reference materials for opioid response testing. This contract will increase the CDC's capacity of analytical reference materials. These reference materials will be distributed as needed to partner laboratories with existing equipment and personnel to assure the accuracy of their identification of emerging opioids. These materials not only directly increase national capacity for laboratory testing of opioids but also improves the quality and comparability of emerging opioids identified during public health surveillance and research. II. PROJECT OBJECTIVE: The purpose of this project is to acquire 400 kits of immediately available library opioids for opioid response testing and provide customer service to kit recipients. The project will span 4 months for kit production and 12 months for completion on an annual report of services rendered. III. DESCRIPTION OF WORK The objective of this project will be achieved using a multiple-task approach assuring a quality product and service. In the completion of the project tasks outlined below, the contractor shall provide all labor, materials, and equipment using current infrastructure and in-house logistics. The contractor shall make analytical reference material library kits available to CDC-designated recipients within 4 months of contract award. Each kit will include 200 micrograms of each neat reagent from the below 120 analytical reference materials and instructions on how to reconstitute each to a density of 400 micrograms per milliliter analytical standard solution. Each kit will include individual, capped tubes in a 96-well plate format and accompanying certificates of analysis information for each material. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
