- Synopsis of Proposed Contract Action Whale Museum A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.501(a)(1). The Whale Museum is the only known business that can perform all of the following tasks: (1) collect, compile and archive all sighting data of killer whales, particularly Southern Residents, from all available data sources throughout the entire contract; (2) maintain a centralized database of these data that is compatible with and includes previously collected data and is formatted for GIS analyses; (3) conduct on-water boater education and vessel data collection; (4) conduct vessel-based behavioral surveys of killer whales and vessels; (5) maintain 5 sites in the SeaSound hydrophone network and deploy additional sites as feasible, (6) develop outreach/education exhibits/programs; and (7) review available long-term data sets on killer whale sightings, vessel activities and ambient/anthropogenic sound around killer whales to conduct trend analyses for the purposes of generating data trends reports suitable for publication. This procurement is being conducted under Simplified Acquisition Procedures, only one source is reasonably available. The North American Industry Classification System (NAICS) code for these item is 541712. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Saturday, August Saturday, August 18, 2018 6:00 p.m. Pacific Time. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail to: paul.park@noaa.gov. The government intends to negotiate an indefinite delivery indefinite quantity (IDIQ) with task orders of fixed unit rates. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.
