- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background : The mission of The National Center for Advancing Translational Sciences (NCATS) is to apply the tools of small molecule screening and discovery to the development of chemical probe research tools, for use in the study of protein and cell functions, and biological processes relevant to physiology and disease. This request will enable NCATS to have reliable usage of technology previously invested on. NCATS bioprinting group develops various types of 3D barrier tissues. During development of tissues, the electrical resistance measurement is used for quality control and for validation of the prototype. Furthermore, this measurement is used for readouts as functional screening outcomes from drug treatment. Thus, automation of the measurement is required to meet NCATS bioprinting group research goals. Purpose and Objectives : NCATS is in need of acquisition of high throughput transepithelial electrical resistance measurement system. It is required for quality control of bioprinted tissue containing engineered epithelium and vascularized tissue. The automated measurement of electrical resistance will be applied for functional outcome screening of disease model corresponding to drug treatment. NCATS requires the following brand name high throughput transepithelial electrical resistance measurement system: World Precision Instruments' AUTO TISSUE RES MEASURING SYS, REMS 24 REPL STX ELECTRODE, and REMS-96C STX ELECTRODE. The equipment discussed is highly specialized for automated measurement. Only this brand name of high throughput transepithelial electrical resistance measurement system provides capacity of high throughput measurement using standard formats of multiwell transwell formats. This system fits 24 and 96 transwell plates (Corning, BD, and Millipore HTS Transwell). Electrode dimension is specialized to those plates and can be replaced. It includes robot sampler, data acquisition board, computer, display, and software for Windows 7 or Windows 10. Project requirements : a) Brand name: AUTO TISSUE RES MEASURING SYS, REMS 24 REPL STX ELECTRODE, and REMS-96C STX ELECTRODE b) Manufacturer's name: World Precision Instruments, LLC c) Model, type, catalog number: Quantity Stock Code Description One (1) SYS-REMS AUTO TISSUE RES MEASURING SYS One (1) REMS-24 REMS 24 REPL STX ELECTRODE One (1) REMS-96C REMS-96C STX ELECTRODE d) Physical/functional/performance features of the product: • PC-controlled high throughput transepithelial electrical resistance (TEER) measurement for epithelial monolayer automates TEER measurement and data logging for use with HTS well plates. • It must measure electrical resistance on 24-well plate (Corning Costar HTS Transwell-24 or Falcon HTS Multiwell) or 96-well plate (Millipore Multiscreen CaCo or Corning 96). • Electrodes should be replaceable and dimensions should be fit to the above transwells as well. • Computer is along with the REMS system, which is similar to Intel I5, 3.2 GHz quad core, 4 Gb RAM, 500Gb hard drive. • Membrane resistance range should be 0 to 2000 Ω and 0 to 20kΩ. • Electrode position resolution should be similar to or higher than +/- 1mm. • User must be able to define scan pattern. e) Features of the product that are essential to the government's needs: • High-through measurement of TER allows quality control of engineered barrier tissues and enables measurements as one of the functional outcomes. • Process must be fully automated and programmed after insertion of a transwell plate. • It must fit HTS 24-well and HTS 96-well transwell plates. • Electrical resistance range must be 0 to 2000 Ω. • Display with software measuring the electrical resistance outcomes must be along with the system. Anticipated period of performance : Award is anticipated to be made on August 29, 2018, and delivery of the items is to be within two to three (2-3) weeks after receipt of order. Other important considerations : This is a brand name-only requirement for a World Precision Instruments brand high throughput transepithelial electrical resistance measurement system. Delivery shall be to: National Center for Advancing Translational Sciences 9800 Medical Center Drive Rockville, MD 20850 Capability statement /information sought : Responses to this notice must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The response shall include: the unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements.
