1305M218QNRMA0097 This solicitation is being issued as Request for Quote (RFQ). Written quotes are being requested. This is a solicitation for non-commercial services prepared in accordance with FAR Part 13, Simplified Acquisition Procedures as supplemented and FAR Part 36 Construction and Architect-Engineer Contracts with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City (EAD-KC), 601 East 12 th Street, Room 1734, Kansas City, MO 64106. Contractor shall provide all materials, labor, equipment and supervision to complete removal of the existing roof and the installation of a new roof at the Great Lakes Environmental Research Laboratory, Lake Michigan Field Station (Building 1) located in Muskegon, MI. 1. DESCRIPTION OF WORK: 1. 1. Conduct pre bid site visit to verify dimensions, site conditions, etc. 2. Tear off all layers of roofing down to wood deck and haul away debris 3. Repair/Replace any wood decking if required 4. Install underlayment felt 5. Install ice shield 6 feet up on all eaves of roof 6. Install shingles 7. Install new drip edging on all edges of roof. 8. Install AR cottage red laminated shingles to all peaks and ridge vents 9. Install in all aluminum step flashing on all walls 10. Install in all valleys ice shields 11. Install new flashing boots on all pipes 12. Re-flash chimney at the base 13. Repair or replace missing vinyl siding on the north and back side of the building. 14. Contractor is sole responsible for all permits as required from the city, state and local government entities. 12..Provide a written 15 year Manufacturers Watertight System Warranty Completion time for this project is no later than October 1, 2018. Estimated Construction cost is between $0 to $25,000.00. This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-99. This procurement is a 100% small business set-aside and the associated NAICS code is 238160 with a size standard of $15M. Department of Labor wage rates are applicable to this requirement and can be obtained at http://www.wdol.gov or upon request for Muskegon County, MI. The place of acceptance is NOAA Great Lakes Environmental Research Laboratory (GLERL), Lake Michigan Field Station located at 1431 Beach St., Muskegon, MI 49441. All responsible sources may submit a bid, which will be considered by the agency. EAD-KC requires that all contractors to be eligible for award, the quoter must be registered in the System for Award Management (SAM.gov) database and complete the “Core Data”, “Assertions”, “Representations and Certifications”, and “Points of Contact”. No award can be made to a company not registered in SAM.
