Description
Wetland Hydrology Restoration Project - NRCS-TN-Coffee County The USDA-Natural Resources Conservation Service (NRCS) - Contracting Services Branch located in Nashville, Tennessee is issuing this pre-solicitation notice in advance of the solicitation to be issued under the Simplified Acquisition Procedures in FAR Part 13 for the Wetland Hydrology Restoration Project on the Graham WRP conservation easement located in Coffee Co., Tennessee. This procurement is a TOTAL SMALL BUSINESS SET-ASIDE ACQUISITION and will be released under Solicitation Number 122B4618Q0045. The small business size standard is based on the North American Industry Classification System (NAICS) Code 237990 Other Heavy and Civil Engineering Construction with a size standard of $36.5 million average annual income. NRCS anticipates awarding a firm fixed price contract for these services PROJECT DESCRIPTION. The project consists of excavating shallow pools and tile excavation and filling a trench to break subsurface tile drains. It also includes excavating and compacting soil material to construct earthen dikes and ditch plugs. PROJECT DURATION. 78 calendar days after the Notice to Proceed (NTP) is issued. Contract approximate Period of Performance is from September, 2018 through November, 2018. SUMMARY Contractor shall furnish provide and furnish all supervision, labor, materials, tools, equipment, transportation, supplies and travel necessary to provide the required services to improve restoration practice of this conservation easement in accordance with NRCS design specifications, and terms and conditions of the contract, and other attachments provided. The purpose of this conference will be to answer questions regarding, or requests for clarification of, the Request for Quote (RFQ) documents. Although questions during the site visit are permissible, statements or representations made during the site visits are not legally bindings. Changes resulting from the site visits are official only if issued through an Amendment to the Request for Quote (RFQ) solicitation. Contractors are strongly urged to attend both pre-bid conference and site showing. BONDING REQUIREMENTS 1. Bid Bond: A bid bond or bid guarantee is required to be submitted with the quote. The FAR allows for submission of guarantees, such as a postal money order, certified check, cashier's check, or an irrevocable letter of credit. The amount of a bid bond or guarantee must be at least 20% of the offer price but not more than $3 million, whichever is less. Failure of a company to submit a bid bond or guarantee with their offer renders the offer noncompliant and it must be rejected. An original bid bond must be mailed to the Contracting Officer and a copy may be submitted by email with the quote. However, an original bid bond must be received by mail prior to award. 2. Performance Bond: Required upon award. The bond statutes require a performance bond be submitted for a construction contract whose value exceeds $150,000 (see FAR 28.102). The penal amount of a performance bond must be 100% of the contract price. 3. Payment Bond: Required upon award. The bond statutes require prime contractors to post a payment bond on Government construction contracts exceeding $150,000 (see FAR 28.102). The penal amount of any payment bond or alternative payment protection must be 100% of the contract price. The solicitation packet will be available on or about August 17, 2018 on the FEDERAL BUSINESS OPPORTUNITY (FedBizOpps) website at www.fbo.gov.
