Description
SOW This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ) in accordance with FAR Parts 12 & 13. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-99-1 Effective on July 16, 2018. Provisions and clauses incorporated by reference has the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARS) can be accessed on the internet at http://farsite.hill.af.mil/. The solicitation W912NR18Q0038 is issued as a Request for Quote. This procurement is set aside for Small Business. The NAICS code for this acquisition is 517410 -- Satellite Telecommunications. The small business size standard for this NAICS code is 30 million. The Louisiana National Guard will be awarding a Firm-Fixed Price Service Contract. This solicitation is for a firm fixed price contract and will be awarded to the lowest priced technically acceptable. Offer must include proof of adherence to provided specifications (proposals will be checked for technical acceptableness based on SOW requirements). The purpose of this project is to have satellite time/service for six 1.2 meter Hawkeye II satellite terminals with idirect Evolution modems. Interested vendors shall quote per terminal in CLINS 1: This CLIN shall be the monthly price for a twelve month period (Billed for a year's worth of service). (6 TERMINALS FOR 12 MONTHS = $) The requirements for each terminal are as follows: Bandwidth: iDirect 5.0 M x 1.5 M via satellite at 61 degrees West Each Government provided Hawkeye II terminal shall have CIR: 128K x 128K Service billed "per day" and not by data usage 5 usage days included per month with 1 additional day per month for testing Include flat rate "price per day" for any days outside of 6 provided in plan 24 hour phone support for terminals Service provider should be able to host our Encore VPN device Ability to monitor bandwidth usage per terminal through a web interface Ability to increase CIR bandwidth on any terminal within 24 hours CLIN 2 shall be for: 14 VOIP phone service with local 225 area code and nationwide calling plan. Vendor must be experienced with and have working/reference-able knowledge of Idirect Evolution modems. At least 5 Performance references within the State of Louisiana within the past five years. This contract has the potential of having a base year plus up to two (2) option years. Submit prices for all three years. 2. Submit all questions and proposals to SFC Crystal L.
