- GC TOF MS Statement of Work FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66 - Instruments and Laboratory Equipment SUBJECT: Gas Chromatography Quadruple Time-of-Flight (GC/Q-TOF) Mass Spectrometer coupled with one (1) Robotic Autosampler SOLICITATION NUMBER: NB646020-18-03854 RESPONSE DATE: August 13, 2018 The National Institute of Standards and Technology (NIST), Chemical Sciences Division (CSD), intends to negotiate on a sole source basis, under FAR authority 13.5 with All Business Machines DBA Attainit, Incorporated in Austin, TX for a GC/Q-TOF MS. Sole Source Justification is based on the following: The Chemical Sciences Division, serves as the Nation's reference laboratory for chemical measurements and standards, to enhance U.S. industry's productivity and competitiveness, assure equity in trade, and provide quality assurance for chemical measurements used for assessing and improving public health, safety, and the environment. The Division is responsible for the development and characterization of Standard Reference Materials (SRMs) to enhance chemical measurement comparability within the U.S. and provides a basis for measurement comparability with other nations. The GC/Q-TOF) Mass Spectrometer coupled with one (1) Robotic Autosampler have essential functions toward the research and other measurement services related to the missions of CSD. Gas Chromatography-mass spectrometry GC-MS and liquid chromatography-mass spectrometry LC-MS, are the main analytical platforms adopted within the metabolomics community, however each suffer from low sensitivity, and may not detect metabolites with low abundance. Recently, the quadrupole time of flight mass spectrometry (Q-TOF), has been utilized more for use in metabolomic analysis, because of its high resolution, high sensitivity, and selectivity, capabilities of providing accurate mass and MS/MS information for structure confirmation of unknown compounds. Successfully, the combinations of GC-Q-TOF/MS have been applied in numerous metabolomics studies, to achieve accurate metabolic profiling and screening of biomarkers. To provide the greatest functionality, ease of use, and seamless integration, both the GC ToF MS and Autosampler instruments, must work together using one instrument control software package, with combined analysis methods. The data system, for instrument control and data analysis, must also be included with the liquid chromatography and mass spectrometry instruments. Market research performed indicates that only Agilent Technologies and Gerstel manufacture equipment meeting these specifications. However, both manufacturers have an exclusive distribution agreement, with one economically disadvantaged woman owned small business (EDWOSB) concern, Attainit Inc. Market research has also shown that NAICS 334516, falls under an underrepresented code for EDWOSB concerns, as determined by the Small Business Administration. Therefore, Attainit is the sole EDWOSB that can provide the GC ToF MS and Autosampler instrument, installation, training, and compatible software to NIST. In accordance with FAR 19.1506(a)(2), the Contracting Officer does not have a reasonable expectation that offers would be received from two or more EDWOSB concerns. Therefore, to meet the agencies socio-economic goals, a sole source solicitation will be issued to Attainit. The system shall consist of all the specifications within the attached Statement of Work. The resulting purchase order will be a Firm-Fixed Price Purchase order. The NAICS CODE is 334516, with a small business size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 8/13/2018@ 3:00 pm EST, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
